To become immersed in such comprehensive prob lems would involve a strategical disquisition concerning the Homeric struggle as a whole. So, when mentioning the relative weakness of the Allies' military forces committed to the Dardanelles enterprise, and the failure of the responsible rulers to despatch the reinforcements and the war material that were called for if the undertaking was to be successful, it will simply be assumed that the reinforcements and the war material could not be pro vided. The question whether they ought or ought not to have been provided will not be debated. To review a campaign at a stage when the available information concerning it is derived entirely, or almost entirely, from one only of the two contending sides, must ever be unsatisfying. We unfortunately are at present almost wholly dependent for informa tion as to what occurred upon documents and works emanating from the Entente side. No detailed accounts of the Operations are to hand from Teutonic nor yet from Turkish sources. The three published German brochures which do deal with the cam paign-their titles are given in Appendix I - are unconvincing and superficial efforts, and they manifestly were written with an eye to their effect upon the general public in Germany, while doing full justice to the valour and grit of the Turks. As Marshal Liman von Sanders observes in a signed Preface, dated the l5th of July, 1916, to one of them, Only when there shall no longer be need to conceal anything can the truth as to facts and numbers be told. Any narrative of the Dardanelles struggles written to-day for the benefit of friends at home can only serve to throw a passing light over what occurred, for it will not be possible to deal with events exhaustively. Some of the statements in these unpretentious works do, however, bear an almost unmistakable stamp of truth, and these add somewhat to our restricted knowledge of what went on in and behind the Ottoman lines. For all practical purposes however, this volume is to be regarded as written from the Allies point of view, and Germans and Turks are throughout called the enemy in its pages. Book excerpt: Excerpt from Straits of the Dardanelles, and the Bosphorus: The Right of Way Under International Law Nor does there seem to be much that is objection able in this arrangement, which has merely for its motive the restoration of the commercial relations which previously existed between the subjects of the Czar and of the Sultan; but the effect of all the stipulations of that treaty combined would be serious in the extreme, as it would make of the Black Sea a Russian lake, actually making it sub jcet to the rule of one despotic will, instead of placing it under the protection of a just and equal law. The Preliminary Treaty, however, is fortunately as yet wholly without juridical sanction, for although the war put an end to treaties as between the two belligerents themselves, yet, inasmuch as these belli gerents had some years ago entered into treaty engagements with other Powers, no new stipulations contravening those previous engagements can be valid until ratified by all the signatory Powers. It is obvious that Russia cannot plead special immunity from the observance of treaties, and, whilst herself flagrantly violating them, hold England bound toobserve every clause to the letter. Nevertheless this very Power, after menacing Constantinople with the presence of its armies, and thereby forcing the Government of this country to despatch the fleet into the Sea of Marmora, now ventures to com plain of that act as a contravention of the Treaties of 1856 and 1871, because, forsooth, it lacks the formality of a firman from the Sultan, although it is difficult to conceive how the Sultan could now be regarded as a sufficiently free agent to either give or to withhold his consent. In fact, in dealing with a State or person in such a condition of duresse as to amount to positive disability, consent to further the performance of all just and necessary acts, must be assumed, and therefore need not be required, and by the same deduction the English Government would be equally justified in ordering the fleet through the Bosphorus into the Black Sea. He left Constantinople in the autumn of 1909, Turcophile in his sympathies, sharing the enthusiasm of those who had witnessed the downfall of the Hamidian despotism and the birth of what they hoped would be a regenerated Turkey.
