Book excerpt: The 'resource curse' is the view that countries with extensive natural resources tend to suffer from a host of undesirable outcomes, including the weakening of state capacity, authoritarianism, fewer public goods, war, and economic stagnation. This book debunks this view, arguing that there is an 'institutions curse' rather than a resource curse. Legacies endemic to the developing world have impelled many countries to develop natural resources as a default sector in lieu of cultivating modern and diversified economies, and bad institutions have also condemned nations to suffer from ills unduly attributed to minerals and oil. Victor Menaldo also argues that natural resources can actually play an integral role in stimulating state capacity, capitalism, industrialization, and democracy, even if resources are themselves often a symptom of underdevelopment. Despite being cursed by their institutions, weak states are blessed by their resources: greater oil means more development, both historically and across countries today.

Book excerpt: European governments have re-discovered labour migration, but are eager to be perceived as controlling unsolicited forms of migration, especially through asylum and family reunion. The emerging paradigm of managed migration combines the construction of more permissive channels for desirable and actively recruited labour migrants with ever more restrictive approaches towards asylum seekers. Non-state actors, especially employer organizations, trade unions, and humanitarian non-governmental organisations, attempt to shape regulatory measures, but their success varies depending on organizational characteristics. Labour market interest associations' lobbying strategies regarding quantities and skill profile of labour migrants will be influenced by the respective system of political economy they are embedded in. Trade unions are generally supportive of well-managed labour recruitment strategies. But migration policy-making also proceeds at the European Union (EU) level. While national actors seek to upload their national model as a blueprint for future EU policy to avoid costly adaptation, top-down Europeanization is re-casting national regulation in important ways, notwithstanding highly divergent national regulatory philosophies. Based on field work in and analysis of primary documents from six European countries (France, Italy, United Kingdom, Ireland, Germany, and Poland) this book makes an important contribution to the study of a rapidly Europeanized policy domain. Combining insights from the literature on comparative political economy, Europeanization, and migration studies, the book makes important contributions to all three, while demonstrating how migration policy can be fruitfully studied by employing tools from mainstream political science, rather than treating it as a distinct subfield.

The book investigates the tensions and potential complementarities between the two logics through the combination of a strong theoretical framework and an extensive qualitative case study of trade union organizing and recruitment in four countries – Austria, Germany, Israel and the Netherlands. These countries still utilize social-wide bargaining but find it necessary to draw and develop strategies transposed from Anglo-American countries in response to continuously declining membership.

Book excerpt: Progress in European market integration over the past two decades has come at the expense of growing flexibility, or differentiation, in the laws that govern the Single Market (SM) as well as the way that these laws are implemented. This volume examines how the completion of the SM has been held back in the varied implementation of European Union competition policy, variation in national policies on services, corporate law, telecommunications, energy, taxation, and gambling, and the EU’s uneven transportation network. These sectors and issue-areas form the frontier at which the main political struggles over the future shape of the SM have taken place in the past decade. Broadly, progress in economic integration in the EU has been complicated by the need to reconcile perfections to the SM with the global competitiveness of European producers, and efficiency gains with ideational and normative concerns. In services, there is a clash between deregulation and social policy. Financial integration has had to reconcile different institutionalized views among the member states about the place of finance in the economy and society. The SM notion supposedly entails a concrete set of substantive policy commitments that form the basis of the ‘ever closer union’. However, increasing differentiation in the SM undermines the identification of the EU’s core constitutional commitments. Book excerpt: While the Corporate Social Responsibility (CSR) activities of small firms have been analysed to some extent, their engagement in international networks relating to CSR is less understood. Most of these networks primarily address the needs of multinational corporations. Surprisingly, however, the number of small firms participating in such institutions has substantially increased over recent years. But what is the reason for this new interest of SME in institutional forms of CSR? Based on a qualitative empirical study of German small firms’ participation in the most prominent CSR institution, the UN Global Compact, this book explores the drivers for small firm participation. The motivations are complex and do not follow the same hierarchical order associated with large business behaviour. Rather, reasons for institutional engagement suggest a heterarchical structure, where alignment is contingent upon factors such as individual CSR perception, self-conception or social environment. The book explains why small firms prefer to engage in sustainable development within institutionalised forms of CSR rather than act in isolation, and provides recommendations on how to support and thus increase SME participation in institutionalised forms of civic engagement.
