American voters have long been familiar with the phenomenon of the presidential frontrunner. In 2008, it was Hillary Clinton. In 1844, it was Martin Van Buren. And in neither election did the prominent Democrat win the party’s nomination. Insurgent candidates went on to win the nomination and the presidency, plunging the two-party system into disarray over the years that followed. In this book, Cedric de Leon analyzes two pivotal crises in the American two-party system: the first resulting in the demise of the Whig party and secession of eleven southern states in 1861, and the present crisis splintering the Democratic and Republican parties and leading to the election of Donald Trump. Recasting these stories through the actions of political parties, de Leon draws unsettling parallels in the political maneuvering that ultimately causes once-dominant political parties to lose the people’s consent to rule. Crisis! takes us beyond the common explanations of social determinants to illuminate how political parties actively shape national stability and breakdown. The secession crisis and the election of Donald Trump suggest that politicians and voters abandon the political establishment not only because people are suffering, but also because the party system itself is unable to absorb an existential challenge to its power. Just as the U.S. Civil War meant the difference between the survival of a slaveholding republic and the birth of liberal democracy, what political elites and civil society organizations do today can mean the difference between fascism and democracy.

Both the organization of parties, and their relationships with citizens, the state, and each other have evolved since the rise of liberal democracy in the 19th and early 20th centuries. Going into the 21st century, it appears that parties losing popular support, putting both parties, and potentially democracy, in peril. This book traces the evolution of parties from the model of the mass party, through the catch-all party model, to argue that by the late 20th century the principal governing parties and (and their allied smaller parties - collectively the political 'mainstream') were effectively forming a cartel, in which the form of competition might remain, and indeed even appear to intensify, while its substance was increasingly hollowed out. The spoils of office were increasingly shared rather than restricted to the temporary winners; contentious policy questions were kept off the political agenda, and competition shifted from large questions of policy to minor questions of managerial competence. To support this cartel, the internal arrangements of parties changed to privilege the party in public office over the party on the ground. The unintended consequence has been to stimulate the rise of extra-cartel challengers to these cozy arrangements in the form of anti-party-system parties and populist oppositions on the left, but especially on the right. Book excerpt: Across Western Europe, the global financial crisis of 2008 and its aftermath not only brought economic havoc but also, in turn, intense political upheaval. Many of the political manifestations of the crisis seen in other Western and especially Southern European countries also hit Spain, where challenger parties caused unprecedented parliamentary fragmentation, resulting in four general elections in under four years from 2015 onwards. Yet Spain, a decentralised state where extensive powers are devolved to 17 regions known as ‘autonomous communities’, also stood out from its neighbours due to the importance of the territorial dimension of politics in shaping the political expression of the crisis. This book explains how and why the territorial dimension of politics contributed to shaping party system continuity and change in Spain in the aftermath of the financial crisis, with a particular focus on party behaviour. The territorial dimension encompasses the demands for ever greater autonomy or even sovereignty coming from certain parties within the historic regions of the Basque Country, Catalonia and, to a lesser extent, Galicia. It also encompasses where these historic regions sit within the broader dynamics of intergovernmental relations across Spain’s 17 autonomous communities in total, and how these dynamics contribute to shaping party strategies and behaviour in Spain. Such features became particularly salient in the aftermath of the financial crisis since this coincided with, and indeed accelerated, the rise of the independence movement in Catalonia.
