Indeed, motor vehicle accidents are a significant cause of death in comparison with air and space transport accidents, homicides and even HIV infections, causes which are more often highlighted in the media. As shown in this book, motor vehicle accidents are particularly damaging to very young drivers. The assessment of driving risks is a common concern for road transportation safety and the automobile insurance industry. In both cases, there is an awareness of the great losses resulting from the deaths, injuries and property damage caused by traffic accidents. Research is essential to counteract this public health threat, to assess the success or failure of countermeasures, and to solve the problems it generates in the insurance industry. This book is for people concerned about road crashes (prevention and compensation) and about the insurance problems they pose - namely private and public institutional authorities, consultants, administrators, practitioners, and researchers interested in sharing the authors' experience in this domain. The book presents original contributions related to motor vehicle insurance and road safety. All papers have been evaluated by external referees. Four subjects are covered: 1) Automobile Insurance Pricing, Risks and Asymmetric Information; 2) Insurance Fraud; 3) Young Drivers: Licensing Policies, Evaluation and Risks; and 4) Road Insurance Regulation.

Book excerpt: Research into the types, severity and causes of crashes involving heavy vehicles in urban Australia was carried out and countermeasures were recommended to reduce the incidence and severity of such crashes. The project included literature review, mass data analysis, detailed post crashes analysis of fatal crashes, analysis of accident black spots and in depth investigation. The study found significant deficiencies in driver, rider and pedestrian behaviour which directly relate to the causation of severe crashes. The critical importance of the traffic engineering design of controlled and uncontrolled intersections has been highlighted. The design of heavy vehicles for operation in urban areas also needs improvement and measures to reduce heavy vehicle aggresivity and to redress deficiencies in the driver's field of view are needed. This synthesis describes current practice with regard to road user and mitigation costs in highway pavement projects. Information for the synthesis was collected by surveying U.S. and Canadian transportation agencies and by conducting a literature search of both domestic and foreign publications. This report of the Transportation Research Board provides detailed information on the various methods employed by transportation agencies to estimate user costs. The advantages and disadvantages of each are reported. Information on the various components of user costs (that is, time related, vehicle operating, safety, and environmental costs) is also included. In addition, the study reports on the various mitigation strategies available to agencies to reduce user costs. Information is also provided on how user costs and mitigation strategies have been applied to evaluate different alternatives; and how uncertainties, political considerations, and quality control contribute to the decisionmaking process.
