The text analyzes those who either support or keep quiet for miscreant chief executives, and how these participants became involved in corporate fraud. The investigation is completed by a look at the results of the Sarbanes-Oxley Act of 2002, the law enacted as the corrective response to corporate corruption, and the increasingly intense pressure to ease the expense and other burdens associated with its vigorous enforcement. Hopefully, the insights gained by the analysis will contribute to a revived confidence in the integrity of corporate accounts, and thereby sustain the vitality of America's capital markets, which are essential to our future economic well-being.

As the author notes in his new introduction: "Political corruption, as measured by campaign contributions of special interests to elected officials, increased significantly in the few years since the first publication of Capital Corruption. The number of PACs rose from 2,551 in 1980 to 4,175 by 1986. The percentage of PAC contribution of total campaign costs increased from 31.4 percent in 1980 to 41.9 percent (House) and 24.5 percent to 27.0 percent (Senate) in 1986." Such data only begin to tell the story of a book which has grown in stature during the decade. Etzioni characterizes Washington as a marketplace where deals are struck, where a special interest group can buy single pieces of legislation or long-run commitments or a whole slew of legislation. Because such purchases are not direct, but elliptical, they fall within the legal system, but for Etzioni, they are beyond the pale of moral or political worthiness. The book provides policy answers to vexing political dilemmas of mass politics today. Book excerpt: Political corruption has traditionally been presented as a phenomenon characteristic of developing countries, authoritarian regimes, or societies in which the value system favored tacit patrimony and clientelism. Recently, however, the thesis of an inverse correlation between corruption and economic and political development (and therefore democratic maturity) has been frequently and convincingly challenged. Countries with a long democratic tradition, such as the United States, Belgium, Britain, and Italy, have all experienced a combination of headline-grabbing scandals and smaller-scale cases of misappropriation.In Corrupt Exchanges, primary research on Italian cases (judicial proceedings, in-depth interviews, parliamentary documents, and press databases), combined with a cross-national comparison based on a secondary analysis of corruption in democratic systems, is used to develop a model to analyze corruption as a network of illegal exchanges. The authors explore in great detail the structure of that network, by examining both the characteristics of the actors who directly engage in the corruption and the resources they exchange. These processes of degeneration have caused a crisis in the dominant paradigm in both academic and political considerations of corruption.The book is organized around the analysis of the resources that are exchanged and of the different actors who take part. Politicians in business, illegal brokers, Mafia members, protected entrepreneurs, and party-appointed bureaucrats exchange resources on the illegal market, altering the institutional system of interactions between the state and the market. In this complex web of exchanges, bonds of trust are established that allow the corrupt exchange to thrive. The book will serve both as a theoretical approach to a political problem of large bearing on democratic institutions and a descriptive warning of a system in peril.
