To understand why, it is important to understand the micro-foundations of military power in the information age, and this is exactly what Jon R. Lindsay's Information Technology and Military Power gives us. As Lindsay shows, digital systems now mediate almost every effort to gather, store, display, analyze, and communicate information in military organizations. He highlights how personnel now struggle with their own information systems as much as with the enemy. Throughout this foray into networked technology in military operations, we see how information practice—the ways in which practitioners use technology in actual operations—shapes the effectiveness of military performance. The quality of information practice depends on the interaction between strategic problems and organizational solutions. Information Technology and Military Power explores information practice through a series of detailed historical cases and ethnographic studies of military organizations at war. Lindsay explains why the US military, despite all its technological advantages, has struggled for so long in unconventional conflicts against weaker adversaries. This same perspective suggests that the US retains important advantages against advanced competitors like China that are less prepared to cope with the complexity of information systems in wartime. Lindsay argues convincingly that a better understanding of how personnel actually use technology can inform the design of command and control, improve the net assessment of military power, and promote reforms to improve military performance. Warfighting problems and technical solutions keep on changing, but information practice is always stuck in between.

Book excerpt: Excerpt from The Cornell Navy: A Review In the following pages I have attempted to give, not so much a detailed account of the numerous events participated in by the Cornell Navy, as an accurate and brief survey of salient points in its history, beginning with its foundation in the Fall of 1871. The following record has been gleaned from the perusal of University records (Cornell Era, Magazine, Sun, etc.) from interviews with various interested alumni, and especially with Mr. Courtney, and also from correspondence with members of various crews. Its compilation is the result of a suggestion made by President Schurman, whose recognition of the value of manly outdoor sport as an important adjunct to University work has been a constant source of encouragement to the writer in his efforts to promote the same at Cornell; and also, I might add, whose public expression of his liberal and progressive views concerning physical training has done much to encourage aquatic sports among the students. Acknowledgment is due Mr. J. P. Troy, of Ithaca, N. Y., for the use of pictures of the 1906 Races at Poughkeepsie, also to Messr. W. T. Book excerpt: At the turn of the twentieth century, the United States and Germany emerged as the two most rapidly developing industrial nation-states of the Atlantic world. The elites and intelligentsias of both countries staked out claims to dominance in the twentieth century. In Militarism in a Global Age, Dirk Bonker explores the far-reaching ambitions of naval officers before World War I as they advanced navalism, a particular brand of modern militarism that stressed the paramount importance of sea power as a historical determinant. Aspiring to make their own countries into self-reliant world powers in an age of global empire and commerce, officers viewed the causes of the industrial nation, global influence, elite rule, and naval power as inseparable. Characterized by both transnational exchanges and national competition, the new maritime militarism was technocratic in its impulses; its makers cast themselves as members of a professional elite that served the nation with its expert knowledge of maritime and global affairs. American and German navalist projects differed less in their principal features than in their eventual trajectories. Over time, the pursuits of these projects channeled the two naval elites in different directions as they developed contrasting outlooks on their bids for world power and maritime force. Combining comparative history with transnational and global history, Militarism in a Global Age challenges traditional, exceptionalist assumptions about militarism and national identity in Germany and the United States in its exploration of empire and geopolitics, warfare and military-operational imaginations, state formation and national governance, and expertise and professionalism.

Book excerpt: In We Showed Baltimore, Christian Swezey tells the dramatic story of how a brash coach from Long Island and a group of players unlike any in the sport helped unseat lacrosse's establishment. From 1976 to 1978, the Cornell men's lacrosse team went on a tear. Winning two national championships and posting an overall record of 42–1, the Big Red, coached by Richie Moran, were the class of the NCAA game. Swezey tells the story of the rise of this dominant lacrosse program and reveals how Cornell's success coincided with and sometimes fueled radical changes in what was once a minor prep school game centered in the Baltimore suburbs. Led on the field by the likes of Mike French and Eamon McEneaney, in the mid-1970s Cornell was an offensive powerhouse. Moran coached the players to be in fast, constant movement. That technique, paired with the advent of synthetic stick heads and the introduction of artificial turf fields, made the Cornell offensive game swift and lethal. It is no surprise that the first NCAA championship game covered by ABC Television was Cornell vs. Maryland in 1976. The 16–13 Cornell win, in overtime, was exactly the exciting game that Moran encouraged and that newcomers to the sport wanted to see. Swezey recounts Cornell's dramatic games against traditional powers such as Maryland, Navy, and Johns Hopkins, and gets into the strategy and psychology that Moran brought to the team. We Showed Baltimore describes how the game of lacrosse was changing—its style of play, equipment, demographics, and geography. Pulling from interviews with more than ninety former coaches and players from Cornell and its rivals, We Showed Baltimore paints a vivid picture of lacrosse in the 1970s and how Moran and the Big Red helped create the game of today.
