Book The Coordinated Reform of Tariffs and Domestic Indirect Taxes

Download or read book The Coordinated Reform of Tariffs and Domestic Indirect Taxes written by Pradeep Mitra and published by World Bank Publications. This book was released on 1990 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: Tariff reform for trade liberalization must be seen as part of a broader program of tax reform. Custom duties on imports should be geared chiefly to protection. Reductions in such duties to promote an outward- oriented development strategy should be offset by increases in sales/value- added taxes applied equally to imports and domestic production. That would maintain public revenues and avoid exacerbating macroeconomic dificulties.

Book Coordinating Tariff Reduction and Domestic Tax Reform

Download or read book Coordinating Tariff Reduction and Domestic Tax Reform written by Mr.Michael Keen and published by International Monetary Fund. This book was released on 1999-07-01 with total page 21 pages. Available in PDF, EPUB and Kindle. Book excerpt: A key obstacle to fundamental tariff reform in many developing countries is the revenue loss that it ultimately implies. This paper establishes a simple and practicable strategy for realizing the efficiency gains from tariff reform without reducing public revenues, showing that for a small open economy, a cut in tariffs combined with a point-for-point increase in domestic consumption taxes increases both welfare and public revenues. Increasingly stringent conditions are required, however, to ensure unambiguously beneficial outcomes from this reform strategy when allowance is made for such important features as nontradeable goods, intermediate inputs, and imperfect competition.

Book Tax Coordination Tax Competition and Revenue Mobilization in the West African Economic and Monetary Union

Download or read book Tax Coordination Tax Competition and Revenue Mobilization in the West African Economic and Monetary Union written by Mario Mansour and published by International Monetary Fund. This book was released on 2013-07-09 with total page 41 pages. Available in PDF, EPUB and Kindle. Book excerpt: We review the current state of the West African Economic and Monetary Union’s tax coordination framework, against the main objectives of the WAEMU Treaty of 1994: reduce distortions to intra-community trade, and mobilize domestic tax revenue. The process of tax coordination in WAEMU is one of the most advanced in the world—de jure at least—, but remains in many areas ineffective de facto. Nevertheless, the framework has, to some extent, succeeded in converging tax systems, particularly statutory tax rates, and may have contributed to improving revenue mobilisation. Important lessons can be drawn from the WAEMU experience, particularly in terms of whether coordination should take the form of harmonization through a top-down approach, or a softer approach of sharing best practice and limiting certain types of tax competition.

Book Applying Tax Policy Models in Country Economic Work

Download or read book Applying Tax Policy Models in Country Economic Work written by Henrik Dahl and published by World Bank Publications. This book was released on 1990 with total page 51 pages. Available in PDF, EPUB and Kindle. Book excerpt: Applications of general equilibrium models to different problems arising in tax policy - such as identifying desirable tax bases in Bangladesh, analyzing price controls in China, and coordinating tax- cum- tariff reform in India - show how useful they can be in supplementing more qualitative judgements. But they are useful only if substantial effort is devoted to establishing a consistent data set and to choosing the structure of the model in a way that makes its behavior consistent with what good economic analysis would suggest.

Book Tax Reform in Developing Countries

Download or read book Tax Reform in Developing Countries written by Wayne R. Thirsk and published by World Bank Publications. This book was released on 1997 with total page 436 pages. Available in PDF, EPUB and Kindle. Book excerpt: Tax Reform in Developing Countries carefully examines the experience of eight developing countries that have undergone -- and in some instances are still undergoing -- significant and comprehensive tax reform. The countries are Bolivia, Colombia, Indonesia, Jamaica, Korea, Mexico, Morocco, and Turkey. It draws on their experiences to find lessons learned and to see how they may be applied to other countries on the road to tax reform. Equal attention is given to the process of tax reform, how it is implemented, and the substance or results of reform efforts. Throughout, the focus is on the practical rather than the theoretical aspects of tax reform.

Book Fiscal Implications of Trade Liberalization

Download or read book Fiscal Implications of Trade Liberalization written by Mr.David Bevan and published by International Monetary Fund. This book was released on 1995-05-01 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper examines the relationship between trade liberalization and the budget deficit, which depends on the specifics of country’s economic structure, and the trade regime which is being liberalized. It relates some popular but incomplete approaches to assessing this issue (such as analysis of the foreign exchange budget) to a more comprehensive approach using an applied general equilibrium model. The argument is illustrated using data from the most recent of a sequence of abortive planned liberalizations in Kenya, as well as a number of stylized illustrations. The conclusions are not only that liberalization may be budget enhancing, but that in certain circumstances it may be strongly so.
