Book excerpt: Governance in U.S. higher education is discussed, based on a 1982 survey of decision making in higher education with attention to its roots, the effects of current conditions on decision-making arrangements, and a possible governance framework for the future. While both private and public education are considered, the public sector is emphasized. Governance is defined as both formal decision arrangements and informal procedures by which standards are maintained. Information was obtained from a survey of decision-making in state higher education agencies, flagship universities, four-year colleges, and two-year colleges. After discussing the mission of universities, the tradition of self-regulation in American higher education is examined, including the governing board and voluntary accreditation. Also covered are outside governance connections (the state, the federal government, and the courts) that have significantly altered the mission and governance of higher education. It is concluded that, on balance, higher education's partnership with governments on both state and national levels has generated far more benefits than it has administrative burdens. However, because external influences on academic governance should not be allowed to overwhelm internal governance structures, colleges are urged to strengthen self-regulation capacity, to take leadership roles, and to revitalize their historic governance tradition. Book excerpt: In the face of increasing social demand and cutbacks in state budgetary support, universities in African countries are now turning towards a multicampus system strategy. As African governments have adopted neoliberal education policies that place premium on entrepreneurialism, profit making, privatization, and markets as drivers of university development, a reshaping of the academic work and organizational framework have taken place. However, little is known about the impact of this paradigm shift on access, quality and governance in higher education. This book fills the void in research and academic knowledge about the impact of the emerging university configurations in Africa. It analyzes the paradox surrounding the performance of multicampus university systems as avenues of broadening university access but whose structural success may be qualitatively contested. This book offers a refreshing examination of the African multicampus university system from both an African and global perspective. It makes use of empirical data from Kenya collected during extensive fieldwork along with substantive library and documentary resources on the rest of the continents to fortify arguments and demonstrate important conclusions. This allows for a comparative analysis of policies and strategies used in the establishment of campuses, both within and beyond national boundaries in the continent, and will be a welcome contribution to the existing repertoire on African universities.

Book excerpt: Unlike most other emerging South American democracies, Venezuela has not succumbed to a successful military coup d'etat during four decades of democratic rule. What drives armed forces to follow the orders of elected leaders? And how do emerging democracies gain that control over their military establishments? Harold Trinkunas answers these questions in an examination of Venezuela's transition to democracy following military rule and its attempts to institutionalize civilian control of the military over the past sixty years, a period that included three regime changes. Trinkunas first focuses on the strategic choices democratizers make about the military and how these affect the internal civil-military balance of power in a new regime. He then analyzes a regime's capacity to institutionalize civilian control, looking specifically at Venezuela's failures and successes in this arena during three periods of intense change: the October revolution (1945-48), the Pact of Punto Fijo period (1958-98), and the Fifth Republic under President Hugo Chavez (1998 to the present). Placing Venezuela in comparative perspective with Argentina, Chile, and Spain, Trinkunas identifies the bureaucratic mechanisms democracies need in order to sustain civilian authority over the armed forces.
