Book Using Metrics to Manage Contractor Performance

Download or read book Using Metrics to Manage Contractor Performance written by R. Marshall Engelbeck and published by . This book was released on 2004 with total page 36 pages. Available in PDF, EPUB and Kindle. Book excerpt: Acquisition transformation has brought numerous changes to the way the Department of Defense (DoD) purchases goods and services, as well as to the way it manages the contractor?s performance after contract award. One of the most significant changes has been the emphasis on the use of commercial goods and services coupled with the use of performance-based contracts to satisfy mission-critical needs. As the performance of contractors has become more critical to the mission, there has been a significant reduction in the number of acquisition personnel available to perform what traditionally has been referred to as contract administration tasks. In addition, with the increase in the amount of services contracts, there has been a change in the skills needed to manage contracts after award. Contract administration is currently undergoing a paradigm shift because of changes to what the DoD buys and to how purchases are being made. The move to minimize the importance of detailed specifications and to rely on commercial processes requires more management than administrative skills. The bottom line is that new methods and skills must be explored and developed to more effectively perform what traditionally has been referred to as?contract administration.? This study, which addresses contracts at the micro level, concludes the Government Performance and Results Act (GPRA) of 1993 represents a viable framework by which contracts should be structured, as well as managed. The Act requires managers in the Executive Branch to develop strategic plans and use performance indicators to measure output and to evaluate the outcome of the contract, as well as the contractor?s performance. The study also recommends Kaplan and Norton's Balanced Scorecard method of performance measurement, together with Contractor Performance Information (Past Performance Reporting) requirements, can be adapted to the management of contracts. Past Performance reporting and tracking requirements define?in general terms?the buyer?s perspective of what is expected from the contractor. The Balanced Scorecard methodology enables managers to then identify the critical success factors and critical measures for each expatiation. Both parties will benefit by jointly managing these indicators concurrently throughout the life of the contract, rather than reacting to after-the-fact reporting. The goal of such requirements is to add joint accountability for results to the buyer-seller relationship.

Book The MultiCapital Scorecard

Download or read book The MultiCapital Scorecard written by Martin P. Thomas and published by Chelsea Green Publishing. This book was released on 2016 with total page 258 pages. Available in PDF, EPUB and Kindle. Book excerpt: For decades now, organizations have been struggling to find the best way to address their social and environmental responsibilities alongside their economic obligations. In other words, they want to know how best to effectively manage their operations based on a triple bottom line (3BL)--one that reflects social, environmental, and economic performance. Recently, an international standard for integrated reporting has emerged that in principle emphasizes the importance of managing toward a triple bottom line. But it fails to provide specific guidance on how to do so. Organizations have been left to their own devices to respond. How should 3BL management actually be done? In this book, sustainability and performance experts Martin Thomas and Mark McElroy introduce the world's most advanced 3BL performance accounting methodology: The MultiCapital Scorecard. It is the first context-based integrated measurement, management, and reporting system. And, it can help corporations, public institutions, and other organizations answer the question they should be asking themselves for every aspect of their operations: "How much is enough for us to be sustainable?" The answers set internal performance standards against which operations and their impacts can be measured. Nothing less will do! The MultiCapital Scorecard describes this open-source methodology, which consists of a structured, quantitative measurement and reporting system that complies with international standards for 3BL integrated measurement and reporting. Moreover, the MultiCapital Scorecard is designed to help organizations assess their own 3BL performance in their own contexts with context-based metrics of their own choosing. An eminently practical management aid for integrated thinking, it can be tailored to any organization's needs. The authors also describe how and why businesses are gradually shifting from managing impacts on only one type of capital (economic) to managing impacts on multiple types. They also provide detailed examples of worked reports, showing how organizations might develop and quantify the interim and long-term goals to meet their obligations to their employees, community, shareholders, and the environment. The examples also show how an organization can use the Multicapital Scorecard methodology to assess their progress in meeting those goals, and convey that progress to their stakeholders.

Book How Much Have Global Problems Cost the World

Download or read book How Much Have Global Problems Cost the World written by Bjørn Lomborg and published by Cambridge University Press. This book was released on 2013-10-10 with total page 403 pages. Available in PDF, EPUB and Kindle. Book excerpt: There are often blanket claims that the world is facing more problems than ever but there is a lack of empirical data to show where things have deteriorated or in fact improved. In this book, some of the world's leading economists discuss ten problems that have blighted human development, ranging from malnutrition, education, and climate change, to trade barriers and armed conflicts. Costs of the problems are quantified in percent of GDP, giving readers a unique opportunity to understand the development of each problem over the past century and the likely development into the middle of this century, and to compare the size of the challenges. For example: how bad was air pollution in 1900? How has it deteriorated and what about the future? Did climate change cost more than malnutrition in 2010? This pioneering initiative to provide answers to many of these questions will undoubtedly spark debate amongst a wide readership.
