Book excerpt: The research was an effort to assess the validity of Professor Fiedler's Contingency Model of Leadership Effectiveness within an operational military organization. The model and the theory that it represents postulate that leadership effectiveness is contingent upon the leadership style (motivational structure) of the work group leader and three situational variables: the favorability of leader-member relations (group atmosphere), the degree to which the primary group task is clear or ambiguous (task structure) and the degree of formal authority which the organization bestows upon the leader (position power). The three situational variables establish the degree of situational favorability for the leader with good group atmosphere, a structured task, and high position power being the highest degree of situational favorability. Leaders can be identified as being primarily task oriented or primarily interpersonal relationship oriented. (Modified author abstract).

Book excerpt: The current trend within the Department of Defense is to reduce the force structure without impairing mission accomplishment. To this end, emphasis is being placed upon improving the management of people. Managers are being asked to do more with fewer personnel. If they are to be expected to achieve more with fewer people, then there should be an organized effort to provide those managers with methods to improve managing human resources. This paper briefly traces the emergence since the end of World War II of certain aspects of behavioral science as they apply to the manager. The result of the post World War II studies led social scientists to seriously consider the possibilities of the inter-action between leaders and groups in various situations as a fruitful area for extensive research. Within this general research area this paper reviews one contemporary theory, Fiedler's Contingency Model of Leadership Effectiveness, to determine its possible applicability to the program manager.

Tacit knowledge of leadership used by Army officers at three different levels of command have been identified, assessed, and developed into assessment inventories for each level. The inventories have been construct validated and proven to predict leadership effectiveness ratings at each level and to do so better than measures of verbal reasoning ability, tacit knowledge for business managers, or experience. This report summarizes the development process and identifies and discusses findings from the development process that have potential application in Army leadership development. Book excerpt: A field study involving 79 army combat officers in middle echelon leadership positions was conducted to evaluate the role of relevant experience and intellectual ability in predicting leadership performance. Biographical and organizational data were the primary measures used to ascertain the relevance of leader experience. This represents a departure from previously used methodology which considered only the leaders' organizational tenure in determining experience levels. Results shed light on the components of Fiedler's Contingency Model of Leadership Effectiveness supporting the hypothesis that task- and relationship-motivated leaders make effective use of their experience only in situations which match their leadership personality. The study also suggests a plausible relationship between the leader's cognitive resources and leader behaviors.

Book excerpt: The purpose of this study was to determine if the Organizational Assessment Package (OAP) survey instrument used by the Air Force Leadership and Management Development Center (LMDC) in their Management Consultation Service adequately measures factors which influence the effectiveness of Air Force organizations. The approach to the study was to investigate the conceptual validity of the Three Component Organizational Effectiveness Model which provided the framework for the design of the OAP. Factors extracted from data collected by LMDC using the OAP were used to define profiles of management style and situational environment. Similar profiles were grouped using cluster analysis. Three management styles were tested with three situational environments in separate analyses of variance using different criteria of effectiveness as dependent variables. The tests indicate that the style of management employed has a measurable affect on the criteria of effectiveness. Different situational environments were also found to have a significant affect. The tests did not support the contingency view of the model. Each test failed to reject the hypothesis of no interaction effect. Due to limitations in the research procedure, the results of the study are considered inconclusive, and opinion must be reserved until a more thorough test has been performed. (Author).
