Book excerpt: Canada and the United States signed the Automotive Products Trade Agreement (Auto Pact) in 1965, thus resolving a competitive crisis in Canada's auto industry and extending that industry's vitality for another 35 years, until a decision of the World Trade Organization (WTO) in February 2000 determined that the Pact violated international trading rules. Following an unsuccessful appeal by Canada to the WTO's Appellate Body, the pact formally came to an end in February 2001. For policymakers and scholars concerned with international trade, the story of the Pact presents a fascinating case in its own right. The great value of this remarkable book, however, is its elucidation of the main issue underlying the Pact and its forced ending: the relationship between international trade rules on the one hand and investment measures intended to encourage local economic activity on the other. In this connection the Canadian auto industry and centered in Windsor, Ontario, directly across the river from Detroit, the heart of the industry in the U.S.and offers an intensely concentrated sample of the triple nexus of investment, labour and trade that lies at the core of economic development worldwide. Sixteen expert authors, both practitioners and academics, here open perspectives on this nexus that are of profound significance for the future of international trade. All these issues and more are brought into sharp focus by the history of the Auto Pact and the implications of its demise. How can we investigate the transformation of the nation-state by marking the normally unmarked hyphen in “geo-graphy”? Debunking deterritorialization both as a discourse and as an antiessentialist abstraction, Matthew Sparke offers answers to these questions by examining the contemporary geographies of the United States and Canada. In the Space of Theory details the territorial implications of the Iraq war, NAFTA, welfare reform, constitutional reform, cross-border regional development, and the legal battles of First Nations. In using antiessentialist arguments to elucidate the complexity of these developments, Sparke seeks to ground and critique postfoundational theory itself. He shows how the postfoundational arguments of Homi Bhabha, Arjun Appadurai, Timothy Mitchell, Ernesto Laclau, Chantal Mouffe, Michael Hardt, and Antonio Negri obscure politically important processes of reterritorialization at the same time they deterritorialize diverse theoretical assumptions about the nation-state. Book excerpt: In November 2008, the Regional Economic Studies Programme of the Institute of Southeast Asian Studies (ISEAS) and the Singapore office of the International Development Research Centre (IDRC) of Canada organised a forum on "Regional Economic Integration - ASEAN and Canadian Perspectives". The forum concluded that fundamentally the ASEAN Free Trade Area (AFTA) and the North American Free Trade Agreement (NAFTA) were two different kinds of agreements. First, while NAFTA focused entirely on trade and investments, the scope of AFTA was much broader, going beyond issues of trade and investments alone. Secondly, NAFTA was a lightly institutionalized regional trade agreement. There was no formal policy of institutional or policy development, and it lacked legislative instruments. Although ASEAN had a secretariat, its regional institutions remained weak in comparison to those of the European Union. Thirdly, the dispute-settlement mechanism in ASEAN was different from that of NAFTA. The ASEAN provisions were scattered over a number of documents and covered both economic (trade and investment) issues and other disputes (e.g., political or territorial), while NAFTA provisions were contained in a single document and could be applied only to matters related to trade and investments. Finally, although many studies presented trade liberalisation as a win-win proposition, the distribution of costs and benefits was mostly uneven. In the case of Canada, short-run gains in efficiency from expanded trade could be identified, but it was harder to determine longer-term dynamic gains. On the other hand, in the case of ASEAN, it was still grappling with the issue of the development divide, especially since the admission of Cambodia, Laos, Myanmar and Vietnam into the group.
