Americans take for granted that national security comprises physical defense against attacks. But the concept of national security once meant something more. Franklin Roosevelt’s vision for national security, Peter Roady argues, promised an alternate path for the United States by devoting as much attention to economic want as to foreign threats. The Contest over National Security shows how a burgeoning conservative movement and power-hungry foreign policy establishment together defeated FDR’s plans for a comprehensive national security state and inaugurated the narrower approach to national security that has dominated ever since. In the 1930s, Roosevelt and his advisors, hoping to save the United States from fascism and communism, argued that national security entailed protection from both physical attack and economic want. Roosevelt’s opponents responded by promoting a more limited national security state privileging military defense over domestic economic policy. Conservatives brought numerous concerns to bear through an enormous public relations offensive, asserting not just that Roosevelt’s plans threatened individual freedom but also that the government was less competent than the private sector and incapable of delivering economic security. This contest to define the government’s national security responsibilities in law and in the public mind, Roady reveals, explains why the United States developed separate and imbalanced national security and welfare states, with far-reaching consequences. By recovering FDR’s forgotten vision, Roady restores a more expansive understanding of national security’s meanings as Americans today face the great challenges of their times.

Its processes are often irregular and confusing and are always based on difficult decisions laden with serious risks. In short, it is a subject understood by few and confusing to most. It is, at the same time, a subject of overwhelming importance to the fate of the United States and civilization itself. Col. Dennis M. Drew and Dr. Donald M. Snow have done a considerable service by drawing together many of the diverse threads of national security strategy into a coherent whole. They consider political and military strategy elements as part of a larger decisionmaking process influenced by economic, technological, cultural, and historical factors. I know of no other recent volume that addresses the entire national security milieu in such a logical manner and yet also manages to address current concerns so thoroughly. It is equally remarkable that they have addressed so many contentious problems in such an evenhanded manner. Although the title suggests that this is an introductory volume - and it is - I am convinced that experienced practitioners in the field of national security strategy would benefit greatly from a close examination of this excellent book. What he really inspired, however, was an American idea of the area now called the Middle East that has shaped U.S. interventions over the course of a century, with sometimes tragic consequences. America’s Dream Palace brings into sharp focus the ways U.S. foreign policy has shaped the emergence of expertise concerning this crucial, often turbulent, and misunderstood part of the world. America’s growing stature as a global power created a need for expert knowledge about different regions. When it came to the Middle East, the U.S. government was initially content to rely on Christian missionaries and Orientalist scholars. After World War II, however, as Washington’s national security establishment required professional expertise in Middle Eastern affairs, it began to cultivate a mutually beneficial relationship with academic institutions. Newly created programs at Harvard, Princeton, and other universities became integral to Washington’s policymaking in the region. The National Defense Education Act of 1958, which aligned America’s educational goals with Cold War security concerns, proved a boon for Middle Eastern studies. But charges of anti-Americanism within the academy soon strained this cozy relationship. Federal funding for area studies declined, while independent think tanks with ties to the government flourished. By the time the Bush administration declared its Global War on Terror, Osamah Khalil writes, think tanks that actively pursued agendas aligned with neoconservative goals were the drivers of America’s foreign policy.

Book excerpt: Using journalists' own standards as the measure, an exhaustive analysis of nearly 3000 network news reports from the Reagan, Bush, and Clinton administrations reveals that the networks may do more to misinform than inform on a whole range of complex issues related to national defense. This study paints a disturbing picture of the inadequate coverage ABC World News Tonight, CBS Evening News, and NBC Nightly News provide to millions of viewers each night. Aubin concludes that network coverage of defense issues was too often tainted by preconceived attitudes and lapses in journalistic standards. While as much as twenty-five cents of every dollar went to the defense budget during some of the periods reviewed, the networks hardly covered the key issues surrounding the Reagan defense buildup or the dramatic cuts that followed the end of the Cold War. In addition to their inadequate coverage, the networks also deprived Americans of balanced coverage of the investments made in high-tech weapons that ultimately prevailed in the Gulf War. Though the networks receive good marks for foreign policy coverage, they need to improve the quality of defense reports. This book provides them with the lessons and prescriptions for doing so, and it serves as a primer for all Americans who want to know just what it was that the networks failed to tell them.
