Something has led Europeans—and only Europeans—beyond the nation-state to a fundamentally new political architecture. Craig Parsons argues in A Certain Idea of Europe that this "something" was a particular set of ideas generated in Western Europe after the Second World War. In Parsons's view, today's European Union reflects the ideological (and perhaps visionary) project of an elite minority. His book traces the progressive victory of this project in France, where the battle over European institutions erupted most divisively. Drawing on archival research and extensive interviews with French policymakers, the author carefully traces a fifty-year conflict between radically different European plans. Only through aggressive leadership did the advocates of a supranational "community" Europe succeed at building the EU and binding their opponents within it. Parsons puts the causal impact of ideas, and their binding effects through institutions, at the center of his book. In so doing he presents a strong logic of "social construction"—a sharp departure from other accounts of EU history that downplay the role of ideas and ideology.

From its beginnings, the European Union has resounded with debate over whether to move toward a federal or intergovernmental system. However, Juan Díez Medrano argues that empirical analyses of support for integration--by specialists in international relations, comparative politics, and survey research--have failed to explain why some countries lean toward federalism whereas others lean toward intergovernmentalism. By applying frame analysis to a unique set of primary sources (in-depth interviews, newspaper articles, novels, history texts, political speeches, and survey data), Díez Medrano demonstrates the role of major historical events in transforming national cultures and thus creating new opportunities for political transformation. Clearly written and rigorously argued, Framing Europe explains differences in support for European integration between the three countries studied in light of the degree to which each realized its particular "supranational project" outside Western Europe. Only the United Kingdom succeeded in consolidating an empire and retaining it after World War II, while Germany and Spain each abandoned their corresponding aspirations. These differences meant that these countries' populations developed different degrees of identification as Europeans and, partly in consequence, different degrees of support for the building of a federal Europe.

They are seen most clearly when Europe is viewed from a long historical perspective. During the closing decades of the twentieth century Europe emerged as one of the main points of reference in both the cultural and the political constructs of the global community. An obsession with the concept of European identity is readily identifiable. European identity is usually seen in relation to national identity, either in an uneasy opposition to it, that is, as an alternative to the nation, or in a situation in which it overlaps with and complements the nation. The structure of national identity is «projected» onto European identity, and this projection has an ideological underpinning, for no projection is ever non-interested or non-ideological. This process of identity construction provokes searching questions which the book aims to address. At the same time the book explores the opportunities offered by the concept of Europe to see how it may be used in the construction of the future. The approach is one of both deconstruction and reconstruction. The issue of Europe is closely related in the book to more general issues relating to the cultural construction of community. The book should therefore be seen as the companion of Myth and Memory in the Construction of Community, which also is published by PIE-Peter Lang in the series Multiple Europes.
