Entitled the Annual Conference on Pacific Security Today, the conference sought to focus on Asia-Pacific security issues by opening a dialogue among government policymakers, scholars, and military leaders. The cosponsors of the Annual Conference on Pacific Security Today placed a high emphasis on dialogue and an open exchange of ideas at this initial meeting, with the objective of increasing understanding of the challenges facing participants in the upcoming Asian Century. The Asia-Pacific region is endowed with a wide variety of unique cultures, diverse languages, multifaceted religions, and complex political systems. Each of these elements has an impact on foreign and security relations in the region, thereby underscoring the need to use open dialogue as a tool for assessing and addresing the intricacies of Asia-Pacific security issues. The cosponsors believe that the conference achieved its intended objectives. Most importantly, it opened channels of communication for the exchange of ideas and viewpoints that can help those involved in the Asia-Pacific security arena more fully understand the complex issues before them. Furthermore, this conference set the foundation for future meetings, which will tackle such topical issues as the aftermath of the Asian economic crisis and U.S.-Chinese coop.

As the United States approaches this millennium breakwater, it sails into uncharted waters. Our current thinking and planning is a remnant of the Eurocentric Cold War. Think tanks and government policymakers from most of the world's key nations have poured a majority of their resources into studying Europe and its pivotal issues. In November 1998, Science Applications International Corporation's (SAIC) Center for Global Security and Cooperation, in conjunction with the U.S. Army War College's Strategic Studies Institute and the Naval Postgraduate School (NPS), cosponsored its first Asia security conference at the NPS in Monterey, California. It is in this region that the interests and ambitions of the United States, the Soviet Union, Japan, and the People's Republic of China most frequently intersect. At least partially in response to these realities, new or strengthened alignments or relationships-most of them tentative and not yet fully formed-are developing in the region. Among these developments are the Sino-American and Sino-Japanese rapprochements, growing unity within the Association of Southeast Asian Nations (ASEAN), and improved relations between ASEAN and China. Whether these developments will serve to ease significantly the heightened uncertainties, tensions, and strains in the region remains to be seen. For most of the nations of the Asian/Pacific region, the post--World War II decades have been a period of significant economic growth and progress toward the development of viable and stable political institutions. As diplomatic interactions have become ever more complex, and as trade relations among the various countries have expanded, both the economic vitality and the geopolitical importance of the region have gained increasing recognition. Careful consideration of these varied and complex concerns has led a number of observers to conclude that today's interna-tional environment requires greater emphasis on security-related matters in Asia and the Pacific Basin. Acting upon this conviction, the National Strategy Information Center and five cooperating organizations co-sponsored a conference on "New Foundations for Asian and Pacific Security" at Pattaya, Thailand in December 1979. This book contains the addresses, conference papers (some in slightly altered form), and committee reports that constituted the formal substantive aspects of the conference.

In agreeing to limit or proscribe certain classes of weapons, states will constrain their military capabilities and therefore decrease the threat they pose to potential adversaries. Focusing on the expected military impact of technological change and the capacity of states to confidently monitor the activities of its negotiating partners, it may be possible to forge lasting agreements that improves the security of the participating states. However, at other times, the nature technological change may force states to engage in competitive behavior, precluding cooperation and increasing the probability of conflict. Examining a diverse set of cases, including the Washington Naval Conference, The World Disarmament Conference at Geneva, the Baruch Plan for the International Control of Atomic Energy, and the SALT I Accords (including the ABM Treaty), this volume presents a persuasive, comprehensive and interesting contribution to the literature on arms racing and arms control, and should be of interest to students of international relations theory and security studies. By presenting a theoretical-informed model that explicitly links the security strategies of states to their choices about development and deployment of new weapons and, consequently, their willingness to engage in arms control cooperation, this book provides an important refinement upon existing theoretical and historical approaches.
