Book excerpt: The Fiscal Year 2019 National Defense Authorization Act established an alternative authority for conducting the promotion of officers in designated competitive categories. This legislation grew out of an interest in making military officer management more compatible with the expectations of contemporary workforces while meeting the needs of a modern force. The earlier and still-relevant Defense Officer Personnel Management Act standardizes the conventional overall framework for managing the careers of officers. The authors examine whether a shift from the conventional promotion construct to alternative promotion authority (APA) would be beneficial to the U.S. Air Force and how such a shift would be implemented to minimize negative effects on officers and the force. Many familiar policies under the conventional authority concerning promotion timing and opportunity either do not apply or apply in different ways to promotions under the alternative authority. The authors use simulation modeling to estimate the effects of various policy scenarios under conventional and alternative promotion processes for officers. In addition, they examine two related policy options-merit sequencing and lineal zone management-and the role they play in differentiating promotion timing under either conventional or APA.

Book excerpt: The United States Air Force officer promotion system has recently been severely criticized by Congress and the Office of the Secretary of Defense (OSD). Accusations of impropriety and disregard for statue have caused the Air Force to make significant changes to the manner in which it identifies its senior officers for promotion. This paper begins by reviewing the legal framework for officer promotions and describing specific Air Force policies and procedures to implement an equitable promotion system. Congressional concerns with the brigadier general selection process, and subsequent changes recently implemented by the Air Force in response to these concerns, are then examined. The promotion process up through colonel has thus far been able to avoid the negative publicity focused on flag officer selections; however, OSD has concern at this level, too. Based on over six years of personal experience conducting Air Force promotion boards for all grades through major general, the author then presents several possible changes to promotion board guidance and procedures, and recommends two for adoption to improve the overall effectiveness, utility and credibility of the central selection board process.

Book excerpt: The United States Air Force Officer Effectiveness Report (OER) is the performance appraisal system for the officer corps. Uses of the OER include personnel selection for training, assignments, reductions in force, and, most importantly, promotions. Since the primary function of the officer corps is to lead, the OER should be focused on leadership potential. This paper reviews officership and leadership in the military; summarizes results of recent studies in performance appraisal; discusses the extent to which the present OER addresses leadership; and, makes recommendations for improving the leadership potential aspects of the OER. The paper develops a list of eight desirable leadership traits to be used as rating dimensions, or performance factors. These traits are: knowledge, planning ability, goal setting, communicative ability, personal contacts, initiative, delegation, and responsibility. In addition, the paper recommends a retain/release rating block of professional competence to address the required traits for an officer. The paper concludes that the present OER addresses leadership to a great extent: however, the recommended traits provide a broader scope in evaluation of leadership potential.
