Particular focus is given to bureaucratic oversight, market functioning, and the assertion of democratic demands discipline state actions and contribute to state effectiveness. These propositions and the social mechanisms underlying them are examined in comparative historical and cross-national statistical analyses. Teaford explores the development of state government in the United States from the end of the nineteenth century to the so-called renaissance of states at the end of the twentieth. Arguing that state governments were not lethargic backwaters that suddenly stirred to life in the 1980s, Teaford shows instead how state governments were continually adapting and expanding throughout the past century. While previous historical scholarship focused on the states, if at all, as retrograde relics of simpler times, Teaford describes how states actively assumed new responsibilities, developed new sources of revenue, and created new institutions. Teaford examines the evolution of the structure, function, and finances of state government during the Progressive Era, the 1920s, the Great Depression, the post–World War II years, and the post–reapportionment era beginning in the late 1960s. State governments, he explains, played an active role not only in the creation, governance, and management of the political units that made up the state but also in dealing with the growth of business, industries, and education. Not all states chose the same solutions to common problems. For Teaford, the diversity of responses points to the growing vitality and maturity of state governments as the twentieth century unfolded.

Yet the idea of state failure has only acquired such prominence in the post-Cold War period. Why would many countries in the less-developed world be considered ‘failed’ states after 1990, but not in 1965 when there is little meaningful difference in their observable empirical conditions? What counts as state ‘failure’ is ultimately a subjective political judgement made by the great powers of the day. This judgement is based on the sensitivity of great powers to particular types of disorder generated from the periphery in different historical periods. This book is a comparative history of the conditions under which great powers care enough about disorder from the periphery to mount costly armed interventions to reverse what they deem to be state ‘failure’.

Book excerpt: In the mid-nineteenth century, American and British governments marched with great fanfare into the marketplace of knowledge and publishing. British royal commissions of inquiry, inspectorates, and parliamentary committees conducted famous social inquiries into child labor, poverty, housing, and factories. The American federal government studied Indian tribes, explored the West, and investigated the condition of the South during and after the Civil War. Performing, printing, and then circulating these studies, government established an economy of exchange with its diverse constituencies. In this medium, which Frankel terms "print statism," not only tangible objects such as reports and books but knowledge itself changed hands. As participants, citizens assumed the standing of informants and readers. Even as policy investigations and official reportage became a distinctive feature of the modern governing process, buttressing the claim of the state to represent its populace, government discovered an unintended consequence: it could exercise only limited control over the process of inquiry, the behavior of its emissaries as investigators or authors, and the fate of official reports once issued and widely circulated. This study contributes to current debates over knowledge, print culture, and the growth of the state as well as the nature and history of the "public sphere." It interweaves innovative, theoretical discussions into meticulous, historical analysis.
