Book excerpt: Excerpt from The Conception and Realization of Neutrality: A Paper Read Before the American Social Science Association at Washington on April 23, 1902 So long as the Roman Empire continued to regulate the affairs of Europe, the idea of indifference to the conflicts in which it was engaged was impossible; for imperial unity involved all parts of the empire in active support of the wars by which Roman domin ion was maintained and extended. When, in the fourth and fifth centuries of our era, the imperial system began to go to pieces and the barbaric kingdoms were formed upon its ruins, no inter national system developed before the Frankish kingdom, extend ing its conquests in every direction and uniting its interests with those of papal Rome by the coronation of Charles the Great as Emperor of the West, had reconstituted the imperial power in Western Europe. The weakness and subdivision of that empire after the death of Charles the Great left the local barons to the chances of a general struggle for supremacy during the long period in which the process of feudalization was creating the beginnings of local territorial authority, destined at last to develop, in the heat of a bitter and protracted conflict, into the modern state system, in which the rights of local sovereignty were affirmed and the great nationalities became consolidated in the form of inde pendent monarchies. Then followed the struggle for a system of equilibrium by which the newly formed nations could maintain their independence, and prevent the revival of that imperial supremacy from which they had all escaped, a struggle in which all were compelled to participate as a means of preserving their existence. Examining four texts from different genres - a medical handbook, epic dialogue, a manual of Buddhist practice, and erotic poetry - he argues for a 'phenomenological ecology' of bodily subjectivity in health, gender, contemplation, and lovemaking. An ecology is a continuous and dynamic system of interrelationships between elements, in which the salience accorded to some type of relationship clarifies how the elements it relates are to be identified. The paradigm of ecological phenomenology obviates the need to choose between apparently incompatible perspectives of the human. The delineation of body is arrived at by working back phenomenologically from the world of experience, with the acknowledgement that the point of arrival - a conception of what counts as bodiliness - is dependent upon the exact motivation for attending to experience, the areas of experience attended to, and the expressive tools available to the phenomenologist. Ecological phenomenology is pluralistic, yet integrates the ways experience is attended to and studied, permitting apparently inconsistent intuitions about bodiliness to be explored in novel ways. Rather than seeing particular framings of our experience as in tension with each other, we should see each such framing as playing its own role according to the local descriptive and analytic concern of a text.

Book excerpt: During the past several decades, political philosophers have frequently clashed with one another over the question whether governments are morally required to remain neutral among reasonable conceptions of excellence and human flourishing. Whereas the numerous followers of John Rawls (and kindred philosophers such as Ronald Dworkin) have maintained that a requirement of neutrality is indeed incumbent on every system of governance, other philosophers — often designated as 'perfectionists' — have argued against the existence of such a requirement. Liberalism with Excellence enters these debates not by plighting itself unequivocally to one side or the other, but instead by reconceiving each of the sides and thus by redirecting the debates that have occurred between them. On the one hand, the book rejects the requirement of neutrality by contending that certain subsidies for the promotion of excellence in sundry areas of human endeavour can be proper and vital uses of resources by governments. Advocating such departures from the constraint of neutrality, the book presents a version of liberalism that can rightly be classified as 'perfectionist'. On the other hand, the species of perfectionism espoused in Liberalism with Excellence diverges markedly from the theories that have usually been so classified. Indeed, much of the book assails various aspects of those theories. What is more, the aspirational perfectionism elaborated in the closing chapters of the volume is reconcilable in most key respects with a suitably amplified version of Rawlsianism. Hence, by reconceiving both the perfectionist side and the neutralist side of the prevailing disputation, Liberalism with Excellence combines and transforms their respective insights.

Traditional defenses of unconditional welfare benefits emphasize ideals of state neutrality when they claim that society should not discriminate against preferences for leisure in favor of preferences for work. According to these views, the state ought not to interfere with people’s choices about what constitutes the "good life." In contradistinction, Maskivker offers an innovative argument in defense of a particular ideal of the "good life," namely, life-goals directed at the pursuit of self-realization. However, her understanding of self-realization appeals to modern and contemporary values of freedom and pluralism. In a refreshingly new light, the book strikes a balance between fascinating debates on the conditions of human flourishing on the one hand, and heated discussions about the Welfare State on the other.
