The Court found that the EBF has fostered financial solidarity by concentrating assistance on Member States who bear a heavier financial burden. However, further EU added value was limited, and the overall result could not be measured due to weaknesses in monitoring and ex post evaluations. Furthermore, the audit found serious weaknesses in the management of the fund in key Member States, which might mean that border management is not adequately strengthened where it is most needed."--Page 4 of cover.

Book excerpt: The removal of internal border controls across most of the European Union (EU) has increased the interdependencies between the Member States, triggering the emergence of many different EU common goods. In the fields of external border controls, asylum and migration, Article 80 of the Treaty on the Functioning of the European Union (TFEU) implicitly recognizes the existence of such common goods and the challenges related to their effective provision, by establishing solidarity and fair sharing of responsibility between the Member States as governing principle for relevant common policies. An analysis of negotiations on the EU's Multiannual Financial Frameworks since 1993 and of data on budgetary implementation since 2000 show that pooling of financial resources at EU level and the establishment of common structures have advanced slowly, despite efforts from the European Parliament and the European Commission to gain momentum. Both specific features of the EU budgetary provisions and institutional characteristics of these sensitive policy areas have contributed to the slow progress. Against this backdrop, the 2015-2016 surge in arrivals of asylum-seekers has led to an emergency-driven increase in joint financial efforts, which nevertheless remain limited as compared to national expenditure in the policy areas. Scattered data suggest that the latter is unevenly distributed across the Union. These questions acquire renewed salience in the context of the negotiations on the post-2020 Multiannual Financial Framework. While pooling of financial resources at EU level cannot alone ensure fair sharing of responsibility, a series of possible developments in this domain have the potential to strengthen the contribution of the EU budget to the implementation of the principle that is to govern the common policies on external borders, asylum and migration according to the Treaty of Lisbon.

In the 21st century, along with the process of globalisation, a constantly evolving security environment creates new dimensions of threats and challenges to security and stability of transnational nature. This seeks for comprehensive, multidimensional, collective and well-coordinated responses. The European Union, Organization for Security and Co-operation in Europe, United Nations, as well as other international organisations are able to really contribute to developing cooperative and coordinated responses to these threats by relying on its broad membership and profound expertise and experience. According to the position of the European Union, a modern, cost-benefit-oriented and effective border management system should ensure both, open borders as well as maximum of security at the same time. Thus, the Union's endeavour is to safeguarding internal security to all member states through preventing transnational threats, combating irregular migration and any forms of cross-border crime for ensuring smooth border crossings for legitimate travellers and their belongings, goods and services. That is why the Union's concept of Integrated Border Management has been developed to ensure effective border control and surveillance and cost-efficient management of the external borders of the European Union. The Union's policy is and will continue to be developed on the basis of the three main areas in place: common legislation, close operational/tactical cooperation and financial solidarity. In addition, Integrated Border Management has been confirmed as a priority area for strengthening the cooperation with third countries in the European Commission's strategic security management approach, where non-EU countries are encouraged as partners to upgrade their border security, surveillance and border management systems.

This collection of essays challenges reactionary nationalism by making the positive case for the benefits of free movement for countries on both ends of the exchange. Open Borders counters the knee-jerk reaction to build walls and close borders by arguing that there is not a moral, legal, philosophical, or economic case for limiting the movement of human beings at borders. The volume brings together essays by theorists in anthropology, geography, international relations, and other fields who argue for open borders with writings by activists who are working to make safe passage a reality on the ground. It puts forward a clear, concise, and convincing case for a world without movement restrictions at borders. The essays in the first part of the volume make a theoretical case for free movement by analyzing philosophical, legal, and moral arguments for opening borders. In doing so, they articulate a sustained critique of the dominant idea that states should favor the rights of their own citizens over the rights of all human beings. The second part sketches out the current situation in the European Union, in states that have erected border walls, in states that have adopted a policy of inclusion such as Germany and Uganda, and elsewhere in the world to demonstrate the consequences of the current regime of movement restrictions at borders.
