Ever since an open debate prevailed within the EU on whether Turkey really belongs in the community or not. Reports of honor killings, forced marriages, restricted freedom of expression and freedom of the press or even the recent Gezipark protests heated up the debate among politicians, EU citizens as well as the media. In addition to economic, political, geographic and geostrategic arguments for and against the accession of Turkey, especially one issue is highly debated: Does the Turkey culturally fit in the EU?

The constructivists regard Europeanness as a commitment to European principles,defining the term in a syncretic way. So far, the identity of the European Union has prevalently been defined politically. In answering the question of whether Turkey belongs to the common European cultural heritage or not, it must first be pointed out that there would not have been a European history without Turkey since Turkey is the successor to the Byzantine and Ottoman empires that have shaped Europe. Moreover, it is important to note that the origin of Turkey itself lies within the cradle of European civilisation. As a contribution to the continuing debate on the place of Turkey within Europe the aim of this master’s thesis is to examine in detail the historical background and context of Turkey’s cultural identity. The paper is structured as follows: In Chapter 2 discussion will be presented on how ‘Europe’ and ‘Europeanness’ are popularly defined, also European identity and its relevance to the European culture will be discussed in the light of the constructivist approach, bearing in mind that the European Union is a unity in diversity. Having considered the main elements of European culture, the problem areas of European identity will be reviewed in detail. Subsequently, the dynamic dichotomizing concepts of ‘inclusion’ and ‘exclusion’ will be addressed, together with the negative impact of ‘multiple identities’, in order to explain the theoretical background behind Turkey’s characteristic ‘Europeannness’. In Chapter 3, the issue of the ‘Europeanness of Turkey’ will be examined and accession negotiations between Turkey and the EU will be discussed. Chapter 4 will clarify the specific character of Turkey describing it as being between the Orient and the Occident. Chapter 5 surveys political culture in Turkey, from the foundation of Turkish Republic in 1923 up to the present day. In Chapter 6 the intercultural dialogue between Turkey and Europe will be evaluated.

A comparative analysis of the public debate in the media in Germany, France and the UK concerning Turkey’s accession to the EU, from 1999 to 2005’ focused on the issue of whether a European public sphere as manifested in the media of three countries – the UK, Germany, and France exists or is emerging. The formation or lack of formation of a European public sphere was analyzed as a function of identity and values at national and European levels that emerged in a public debate about the accession of Turkey to the EU. The main question of the thesis was whether the accession of Turkey could teach us anything about how national identity and European identity interact on a theme common to all member states. I discussed how for the first time in EU history, it was not the official representatives who decide on the accession but rather the EU decided to leave the decision to the individual states. In other words, the accession of Turkey would depend on referenda in member states. Hence, the national identity was allowed to dominate over a European identity. I examined public attitudes in the three member states towards the EU with the aid of Eurobarometer findings and opinion pieces in national media. Each of the three states differed. Nevertheless, despite the differences, a public debate emerged in terms which overrode these differences. Issues that concerned all of the member states were reported throughout the Union at the same time and at the same level of importance. For example, while there was a correlation between differences and attitudes towards the accession of Turkey, the questions which were raised were the same in the three states. These questions focused on what values underlie identity. If the values attached to a national identity converge then identities too can converge. My research showed that the values more often articulated in the public press related to common religious and historical roots, a common political evolution into democracy, a common abhorrence to war, and a common economic transformation into a welfare state. My thesis compared the convergence of national identities into a European identity on certain specific issues, thereby creating a European public sphere. National identities tend to converge when then citizens in the European regional block compare themselves to American block. This was made clear in the widespread demonstrations in Europe against the American aggression in Iraq. The conclusions were that a European public sphere does not exist, thus, the examined public itself constitutes a sphere where it talks as a European public, finding a common denominator only in matters concerning the EU as a whole (e.g. the community of values debate), whereas for most matters this public seems to keep a foot in more than one sphere – national and European (e.g. the European identity debate). As a result, this public is artificially created as a mixture of spheres and information that is easily manipulated by the media.

Book excerpt: This comprehensive edited volume conceptually develops the notion of ‘de-Europeanisation’ as an important development in the literature on Europeanisation, and applies it specifically to the case of Turkey. ‘De-Europeanisation’ is defined as the loss or weakening of the EU/Europe as a normative/political context and as a reference point in domestic settings and national public debates of both candidate and member countries. ‘De-Europeanisation’ manifests itself in two basic ways: as the weakening of the appeal and influential capacity of European institutions, policies, norms and values, leading to a retreat of EU/ Europe as a normative/political context for society and politics in a candidate/member state; and as growing scepticism and indifference in a given society towards the EU/Europe, risking the legitimacy of the EU/Europe as a reference point in cases even where reform is incurred. Using this concept, the authors analyse the diminishing impact of the EU in Turkish governance and politics after the opening of accession negotiations in October 2005. The relevance of ‘de-Europeanisation’ is investigated through ten chapters focusing on key policy areas including education, migration, democracy, the rule of law and media freedoms, and a number of key actors including civil society organisations, political parties and political leaders. Based on a poststructuralist framework that conceptualizes identity as discursively constructed through difference, the book applies Critical Discourse Analysis to the analysis of texts and argues that there are multiple Europe(s) that are constructed in talks over the enlargement of Turkey, varying within and between different ideological, national and institutional contexts. The book discerns four main discourse topics over which these Europe(s) are constructed, corresponding to the conceptualization of Europe as a security community, as an upholder of democratic values, as a political project and as a cultural space. The book argues that Turkey constitutes a key case in exploring various discursive constructs of European identity, since the talks on Turkey pave the way for the construction of different versions of Europe in discourse.

With the creation of the European Union, however, this construction now takes place within an institutional framework, introducing a number of new variables. Selcen Öner's Turkey and the European Union: The Question of European Identity is an in-depth analysis of the influence of these two entities on each others' identity as Europeans in a society of increasing social, political, and cultural connectedness. The mutual influence betweenTurks and Europeans gained significant momentum in 1999, when the European Union granted official candidate status to Turkey at that year's Helsinki Summit. Turkey's Europeanness is still being debated, despite the official stance that fulfilling the Copenhagen criteria and adopting the EU acquis are enough for being a full member of the EU. These debates have even lead to arguments between political elites of the European Union about their "privileged partnership" with Turkey. When comparing the attitudes of the European Union towards Turkey versus those towards Central and Eastern Europe, one could argue that that "return to Europe" discourse has accelerated the membership of the latter, but not the former. Currently Turkey is neither considered an "other," nor a member of the "family." Rather, Turkey is commonly relegated to the role of "crucial neighbor" or "strategic partner" by the political elites of the EU. Öner's study analyzes a series of interviews conducted with several members of the European Parliament and sheds serious light on the fact that discussions on Turkey's membership in terms of her Europeanness reveal countless ambiguities in defining European identity. It is clear that there is no common understanding or definition of Europeanidentity, even amongst political leaders in the EU who challenge Turkey's authenticity as a member of European society. Thus, Selcen Öner's Turkey and the European Union: The Question of European Identity argues that the position of Turkey vis-à-vis the European Union will set a compelling benchmark for European identity construction in the future.
