Sherlock Holmes invents a stratagem to get to Irene to see where the photo is: he makes believe a fire knowing she will seek to save her most expensive panic - the picture. Finally, she manages to escape with the photo but assures the king that she is in love with another man and that she will not harm him. This is one of the rare times when Sherlock Holmes fails.
