In Manchu and Muscovite, written in the year 1903, some of the results of the Russian occupation of Manchuria were described, and the apparent policy of Japan warmly approved. In the second work, The Re-Shaping of the Far East, written after the lapse of eighteen months of stirring and historic happenings, a broader estimate was attempted and the position of affairs in China, Japan and Korea, as well as in Manchuria, was detailed at some length. On this occasion the writer was compelled to qualify his former approval of the policy of Japan, and to point out that in Korea at least she had been a grievous disappointment. The introductory section includes chapters which set the context, explain the history of international relations in East Asia and examine the phenomenon of regional arms race. The second section is made up of a series of chapters focusing on China, examining China’s military modernization, its relationship with the USA and the various territorial disputes in which it has been involved. The third section focuses on Japan and North and South Korea, looking at the security challenges facing Japan and the Korean peninsula. A concluding section examines the future role of China and the USA in East Asia, as well as the prospects for managing security in the region. The contributing authors are all experts in their respective fields, and all share an abiding concern over developments in East Asia. Their contributions aim to assist in a better understanding of the issues, to suggest possible solutions, and draw attention to the need for diplomacy, confidence-building measures, crisis management mechanisms and other measures to prevent conflict. Colonial, ideological, and national wars have left their scars and legacies on regional, international, and national governance. Yet East Asian post-conflict development experiences have been viewed as remarkably successful. The three largest economies of East Asia, Japan, China, and South Korea, have all experienced dramatic growth but immediately prior to their periods of expansion, all experienced the devastating impacts of international conflicts and/or civil upheaval. These post-conflict development ’success’ stories do not, however, tell the whole tale. Other states in East Asia and in particular certain regions within some of these states, while apparently emerging from similar conflictual backgrounds, have experienced far less positive transitions. This volume critically assesses measurements of success in East Asian post-conflict development from a human-centered perspective. This involves a major re-evaluation of accepted accounts of domestic governance and international relations in East Asia from both a comparative and inter-disciplinary viewpoint. Case study rich, this volume provides policy prescriptions for East Asian donors and actors in an effort to provide Asian solutions for Asian problems.
