It focuses on a dynamic, integrated, and disaggregated analysis of how land, water and energy interact in the biophysical and economic systems. The report provides projections for the biophysical and economic consequences of nexus bottlenecks until 2060, highlighting that while the LWE nexus is essentially local, there can be significant large-scale repercussions in vulnerable regions, notably on forest cover and in terms of food and water security. The analysis is based on coupling a gridded biophysical systems model with a multi-regional, multi-sectoral dynamic general equilibrium modelling assessment. Numerical insights are provided by investigating a carefully selected set of scenarios that are designed to illustrate the key bottlenecks: one scenario for each resource bottleneck, plus two scenarios that combine all bottlenecks, with and without an overlay of climate change.

Book excerpt: The existence of water, energy, and food (WEF) is critical for people to fulfil their basic needs, to achieve welfare, and to support the Sustainable Development Goals (SDGs). The WEF security topic is becoming widely discussed in developing and developed countries. Major components of WEF security i.e. availability, accessibility, and quality should be achieved integratedly to avoid unexpected impacts. The interconnectedness among endogenous and exogenous variables such as environmental, socio-economic, and political factors makes this issue immensely complex. The nexus approach attempts to integrate management and governance across sectors and scales to improve WEF security. This study aims to grasp WEF security in a local context and evaluate the implications of planned local interventions by developing a conceptual and quantitative analysis with local stakeholders. Karawang Regency in Indonesia is chosen as the case study. Several strategies for WEF-related sectors are formulated using location quotient (LQ) and competitive position (CP) methods. In addition, qualitative and quantitative system dynamics models are established by involving related stakeholders through group model building. Finally, a nexus-based framework for WEF security is developed to assist local policymakers in doing the evaluation and planning of WEF resources in the region.

Still, using natural resources as input for current production processes has increased yearly depletion. With its abundant natural resources, Indonesia should have become a prosperous country from an economic perspective. But yearly rising levels of natural resource depletion in many regions of the country have occurred without an increase in equitable human welfare—those words that I picked up from Prof. Jatna Supriatna and his friend’s book. While Indonesia is committed at the national and international level to addressing climate change through the forestry sector, there are clearly contextual challenges that need to be addressed to create the enabling conditions for REDD+. Some of the major issues include inconsistent legal frameworks, sectoral focus, unclear tenure, consequences of decentralisation, and weak local governance. Despite these challenges, however, REDD+ opens up an opportunity for improvements in forest governance and, more broadly, in land use governance. More democratic political-economic processes in general, greater freedom of civil society and the press, and heightened awareness of environmental issues can help build support and solidify policies in this direction.
