The book reveals that the descendants of the freed American slaves treated the indigenous Liberians as second-class citizens and less than human beings. They and their forefathers were treated less than human beings while in slavery in America. These actions were identified as primary causes for the underdevelopment of the country. The author of this book traces and uncovers the unique formation of the country and subsequent leadership style and the social stratification as well as the Americo-Liberian oligarchic regime as hindrance for development of Africa's first republic. The purpose of the book is to show to the Liberian people some of the major causes that led to the Liberian political and social conflict, which resulted into complete underdevelopment of the country and the level of poverty in the country. The findings of this book will help Liberians and other interested people to learn the lessons that when there are suppressions and oppressions in a society, those oppressed will revolt against their oppressors. The book concludes that Liberia's inclusive participation can once again be restored provided the Americo-Liberians are prepared for the inclusion of the various ethnic groups. Finally, the book would like to recommend that only Liberians at home and abroad are the actual cornerstones for peace, national rehabilitation, reconstruction, and recovery. This book predicts that the successes in Liberia will not only create a stable environment for democracy in Liberia but will also have a profound level of development as well as impact on peace in the West African subregion, particularly the Mano River Union countries

Book excerpt: This evaluation assesses the IMF’s work on countries in fragile and conflict-affected situations (FCS), addressing both (i) its engagement through surveillance, lending, and capacity development and (ii) the frameworks and procedures for its engagement. It finds that the IMF has provided unique and essential services to FCS to restore macroeconomic stability and rebuild core macroeconomic institutions as prerequisites for state building, playing a role in which no other institution can take its place. In this critical role, it is broadly acknowledged to have had a high impact. While the IMF has provided relatively little direct financing, it has catalyzed donor support through its assessment of a country’s economic policies and prospects. Notwithstanding this positive assessment, the IMF’s overall approach to its FCS work seems to have been conflicted. Not only has it failed consistently to make hard choices necessary to achieve full impact from its engagement in countries where success requires patient and dedicated attention over the long haul, but past efforts have not been sufficiently bold or adequately sustained, and the staff has tended to revert to treating fragile states using IMF-wide norms, rather than as countries needing special attention. The report proposes six recommendations to improve the effectiveness of the IMF’s FCS work: (i) to issue a statement of high-level commitment to FCS work for IMFC endorsement; (ii) to create an effective institutional mechanism with the mandate and authority to coordinate and champion such work; (iii) to develop comprehensive strategies for individual FCS; (iv) to adapt its lending toolkit to deliver more sustained financial support to FCS; (v) to take practical steps to increase the impact of its capacity development support to FCS; and (vi) to take steps to incentivize high-quality and experienced staff to work on individual FCS and find pragmatic ways of increasing field presence in high risk locations.

Book excerpt: The Pro-Poor Agenda for Prosperity and Development 2018 to 2023 (PAPD) is the second in the series of 5-year National Development Plans (NDP) anticipated under the Liberia Vision 2030 framework. It follows the Agenda for Transformation 2012-2017 (AfT). It is informed as well by lessons learned from the implementation of the Interim Poverty Reduction Strategy 2007 (iPRS) and the Poverty Reduction Strategy (2008-2011). The fundamentals underpinning the PAPD are: i) Liberia is rich in human and natural resources; but ii) is deprived of development largely because its human capital lacks the knowledge to transform the natural resources into wealth—whether through farming, mining, fishing, or other productive ventures that require technology or financial investments. Consequently, Liberia is relatively rich in natural capital but relatively poor in relations to its peers in both human and produced capital. Moreover, because of a legacy of entrenched inequality in access to development opportunities, widespread infrastructure deficits and pervasive poverty have become the binding constraints to future growth and prosperity.
