He carefully examines and compares the political outcomes of post-independent African states adopting (1) the Western liberal federal state, (2) the Soviet-inspired Marxist unitary state, or (3) the locally inspired one-party African socialist state. Motala weighs the relative merits of these state structures for dealing with the complex of democracy, socioeconomic development, and national unity in multiethnic states. He contends that the constitutions and state practices employed thus far by African states have not facilitated political and socioeconomic development, and recommends different constitutional and state options for South Africa.

The scope of the threat demands a close look at the policies capable of reducing the harm. Confronting the Climate Challenge presents a unique framework for evaluating the impacts of a range of U.S. climate-policy options, both for the economy overall and for particular household groups, industries, and regions. Lawrence Goulder and Marc Hafstead focus on four alternative approaches for reducing carbon dioxide emissions: a revenue-neutral carbon tax, a cap-and-trade program, a clean energy standard, and an increase in the federal gasoline tax. They demonstrate that these policies—if designed correctly—not only can achieve emissions reductions at low cost but also can avoid placing undesirable burdens on low-income household groups or especially vulnerable industries. Goulder and Hafstead apply a multiperiod, economy-wide general equilibrium model that is distinct in its attention to investment dynamics and to interactions between climate policy and the tax system. Exploiting the unique features of the model, they contrast the shorter- and longer-term policy impacts and focus on alternative ways of feeding back—or “recycling”—policy-generated revenues to the private sector. Their work shows how careful policy design, including the judicious use of policy-generated revenues, can achieve desired reductions in carbon dioxide emissions at low cost, avoid uneven impacts across household income groups, and prevent losses of profit in the most vulnerable U.S. industries. The urgency of the climate problem demands comprehensive action, and Confronting the Climate Challenge offers important insights that can help elevate policy discussions and spur needed efforts on the climate front.

The book concludes that lack of congruence between local forces in conflict in Africa, as well as U.S. aims in those conflicts, was only one of the constraints on the United States in its attempts at conflict resolution. America's counterproductive Cold War policies also defined relations with African states for far too long. Hence, the conflicts in postcolonial Africa became part of the legacy of those policies even as African problems continued to be low-priority concerns for the U.S. government. Its relative strength among the African nations, combined with the domestic difficulties experienced by those weaker nations, has caused Pan-Africanism to lose much of its force and has enabled South Africa to exert even more vigorous leadership on the continent, particularly south of the Sahara. South Africa nevertheless faces many problems, and its outward-looking policy has met with rather limited success. Faced with all its difficulties, dead-end roads, and a strong world opinion condemnatory of apartheid, Vandenbosch argues South African whites must begin to doubt the wisdom of their racial policy and come to accept the idea of its modification.
