From the first of January, 1899, when the legislature met which enacted the measure popularly known as the Juvenile Court Law, until the first of July, 1899, when that law went into effect, 332 boys between the ages of nine and sixteen years were sent to the city prison. Three hundred and twenty of them were sent up on the blanket charge of disorderly conduct, which covered offenses from burglary and assault with a deadly weapon to pick ing up coal on the railway tracks, building bonfires, playing ball in the street, or flipping trains, that is, jumping on and off moving cars. The fines imposed, as the following table shows, varied from less than to $500 and were laid out at the uniform rate of 50 cents a day. The probation system was practiced in a limited form by some judges by the use of suspended sentences. In the state of Maine a separate children's court was established and the probation system was in use, but it was necessary to convict the child of a crime before he could be placed on probation. In some parts of Canada, sepa rate courts were held for children. In New York, some features of the juvenile court law were in use. In Chicago, probation officers were provided by a committee of women, and their ser vices were used by some of the judges without express warrant of law. The juvenile court law as we know it now, took form in Illinois in 1899. If Illinois had not acted, a juvenile court law would doubtless have come about sooner or later, for the reason that the need of special provision for these classes of children was widely felt. Book excerpt: Excerpt from The Juvenile Court System of Kansas: Submitted to the University of Chicago in Candidacy for the Degree of Master of Arts Of the raw material necessary to such a study as this there are, as we have already intimated, three sources: observation, the interview, and written reports; and it has been upon the last of these sources that we have necessarily had in large measure to rely, though we have been in touch with one of the best courts in the state, and have had a lifelong apprenticeship as a student of Kansas institutions and conditions. But the acquisition of this written matter is by no means easy in the absence of up - to date reports. In fact, no official reports that relate directly to our subject are in existence. Of the courts themselves the law does not require reports and scarcely any records. The state institutions to which commitments are made have no reports out that cover the period of a year and a third that the Juvenile Court Act has been in operation. The State Board of Control created a little over a year ago for the management of the state, and the supervision of the private, charitable institutions and associations is now preparing a comprehensive report of their work for the past biennium, to be published in the early autumn; however, but to little of this did we have access. Besides, since its control over the courts is only incidental to their commit ments, the report will probably bear on our problem only as it concerns state institutions in relation to the courts. Juvenile courts have kept their records so differently that comparison of one city with another as to the amount of juvenile delinquency which comes to the attention of the court has been impossible.2 Concerning young offenders above juvenile-court age practically no information _even local in character has been compile In order to throw Some light on the extent of delinquency among oung persons, the histories of such offenders, the methods of dea ing with them, and the results obtained, the Children's Bureau undertook a study of the cases dealt with by the first court in the United States to concern itself exclusively with young people between juvenile-court age and the age of legal major ity - the boys' court branch of the Chica o munic1pa1 court, which has jurisdiction over boys 17 to 20 years 0? Age, inclusive. Published statistics covering a period of 11 years, supplemented b annual reports of the jall and the police department, indicated t e extent of the delinquency problem among boys of this age and the trend in a e distribution and types of offense. The organization and policies 0? The court were studied, records of the court and social agencies were consulted for a selected number of cases, and more intensive studies of a limited number of boys were made through interviews with the boys, their mothers, and other members of their families.
