Contrary to perceptions, West Africa in its post-independence history has experienced fewer conflict events and fatalities from conflict than the other sub-regions on the continent. The turn of the millennium has witnessed the recession of large-scale and conventional conflict, and it has ushered in new and emerging threats. The specters of religious extremism, maritime piracy, and narcotics trafficking threaten to undermine some of the progress achieved in recent years. The Challenge of Stability and Security in West Africa critically examines the key drivers of conflict and violence, and the way in which they impact the countries of the sub-region. In addition to emerging threats, these drivers include the challenges of youth inclusion, migration, sub-regional imbalances, and extractives, as well as challenges related to the fragility of political institutions and managing the competition for power, reform of the security sector, and weakness of institutions related to land management. The book explores how the sub-region, under the auspices of the regional organization ECOWAS, has become a pioneer on the continent in terms of addressing regional challenges. The Challenge of Stability and Security in West Africa also identifies key lessons in the dynamics of resilience in the face of political violence and civil war drawn from CÃ ́te d'Ivoire, Liberia, and Sierra Leone, that can be useful for countries around the world in similar situations. It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.

Book excerpt: Most regions of the world are plagued by conflicts that are made insoluble by a confluence of complex threads from history, geography, politics, and culture. These "frozen conflicts" defy conflict management interventions by both internal and external agents and institutions. Worse, they constantly threaten to extend beyond their local geographies, as in the terrorist bombings in Boston by ethnic Chechens, or to escalate from skirmishes to full-scale war, as in Nagorno-Karabakh. Consequently, such conflicts cry out for alternative approaches to the classic, state-focused, and sovereignty-based conflict management models that are practiced in traditional diplomacy—which most often produce rather short-term, ad hoc, fragmented interventions and outcomes. Drawing upon the cases of the South Caucasus, the Western Balkans, Central America, South East Asia, and Northern Ireland, Networked Regionalism as Conflict Management offers a theoretical and practical solution to this impasse by arguing for regional collective interventions that involve a long-term reengineering of existing conflict management infrastructure on the ground. Such approaches have been attracting the attention of scholars and practitioners alike yet, thus far, these concepts have rarely involved more than simple prescriptions for regional cooperation between grassroots actors and traditional diplomacy. Specifically, says Anna Ohanyan, only the cultivation and establishment of regional peace systems can provide an effective path toward conflict management in these standoffs in such intractably divided regions.

Book excerpt: The Great Lakes region of Africa is characterized by protest politics, partial democratization, political illegitimacy and unstable economic growth. Many of the countries that are members of the International Conference on the Great Lakes Region (ICGLR) which are: Burundi, Angola, Central African Republic, Democratic Republic of the Congo, Republic of the Congo, Kenya, Uganda, Rwanda, Sudan, South Sudan, Tanzania, and Zambia, have experienced political violence and bloodshed at one time or another. While a few states have been advancing electoral democracy, environmental protection and peaceful state building, the overall intensity of violence in the region has led to civil wars, invasion, genocide, dictatorships, political instability, and underdevelopment. Efforts to establish sustainable peace, meaningful socio-economic development and participatory democracy have not been quite successful. Using various methodologies and paradigms, this book interrogates the complexity of the causes of these conflicts; and examines their impact and implications for socio-economic development of the region. The non-consensual actions related to these conflicts and imperatives of power struggles supported by the agents of savage capitalism have paralysed efforts toward progress. The book therefore recommends new policy frameworks within regionalist lenses and neo-realist politics to bring about sustainable peace in the region.

As the decade-long conflict in the Syrian Arab Republic created new challenges and worsened the existing ones, economic activity declined, labor markets deteriorated, and poverty increased. These trends would overwhelm even the most advanced economies in the world. The Fallout of War: The Regional Consequences of the Conflict in Syria identifies the impact of the Syrian conflict on economic and social outcomes in Iraq, Jordan, and Lebanon. It combines a large number of data sources, statistical approaches, and a suite of economic models to isolate the specific impact of the Syrian conflict from that of global and regional factors, and it explicitly analyzes the mechanisms through which such an impact is manifested. The analysis suggests that a persistent short-termism in policy making has so far propagated the shock emanating from the Syrian conflict, which led to costly and ineffective service provision, lost economic opportunities, and underfunded programs. The report advocates for a fundamental shift from the short-term mitigation policies to a medium-term regional strategy to address pertinent structural problems. Moreover, as the countries in the Mashreq look toward recovery, a policy approach that takes into account the region’s interconnectedness and seeks to build on it provides better prospects for the people. Such a regional approach that addresses cross-boundary issues—including migration, trade, and infrastructure—will require local, regional, and international commitments.
