This edited volume contributes by providing a broad, long-term analysis of the Central Asia–Afghanistan relationship over the last several decades. It addresses the legacy of Soviet intervention with a unique first-hand selection of interviews of former Soviet Central Asian soldiers that fought in the Soviet–Afghan War. It examines Afghanistan’s norther neighbors, discussing Russia, Uzbekistan, Tajikistan, and Turkmenistan—their strategy for Afghanistan, their perception of challenges and opportunities of the country, and patterns of cooperation and conflict. The collection also looks at recent US strategic initiatives in the region, in particular the New Silk Road Initiative that envisions a growing Central Asia–South Asia connection.

Reports of its presence were at first dismissed as propaganda, but during 2015 it became clear that IS had a serious presence in Afghanistan and Pakistan at least. This book, by one of the leading experts on Islamist insurgency in the region, explores the nature of IS in Khorasan, its aim and strategies, and its evolution in an environment already populated by many jihadist organisations. Based on first-hand research and numerous interviews with members of IS in Khorasan, as well as with other participants and observers, the book addresses highly contentious issues such as funding, IS's relationship with the region's authorities, and its interactions with other insurgent groups. Giustozzi argues that the central leadership of IS invested significant financial resources in establishing its own branch in Khorasan, and as such it is more than a local movement which adopted the IS brand for its own aims. Though the central leadership has been struggling in implementing its project, it is now turning towards a more realistic approach. This is the first book on a new frontier in Islamic State's international jihad.

In doing so, the book exposes the concepts and stereotypes that have been imposed on the Central Asian region by dominant assumptions in contemporary international relations. Offering empirical grounding for alternative views, the author suggests that Western international relations make the same mistakes in the Central Asian region that the Russian Marxists made when they attributed a narrative of modernity along the lines of the progress made in Germany and Russia. In such a structure, both Russian Marxist attempts and liberalist Western ideas disregard the fact that the region has its own model of modernity and progress, which does not necessarily involve an appeal to the modern nation state, ethnicity and state building. The book sheds lights on the prospects of coordinated development of Central Asia and Afghanistan. It also provides insights into the development of post-Socialist Asia in its relations with Russia, China, Japan and South Korea. Book excerpt: Angus Hamilton (1874-1913) was a British journalist who reported for a number of newspapers and journals between 1894 and 1912. Among the events he covered were the Boer War in South Africa, the Boxer uprising in China, and the Russo-Japanese War of 1904-5. Like most books of this period, Afghanistan approaches its subject through the prism of the rivalry between Great Britain and Russia for influence in Central Asia, the so-called "Great Game." The book, more than 600 pages, is intended to be a "single comprehensive study of contemporary conditions" in Afghanistan and Central Asia. The first chapter is devoted to the Orenburg-Tashkent Railway (in present-day Russia, Kazakhstan, and Uzbekistan) recently completed by the Russians. It is followed by chapters devoted to the khanates, provinces, and districts to the north of Afghanistan, notably Bukhara, Tashkent, Samarkand, and Merv, territories located in present-day Uzbekistan and Turkmenistan. Subsequent chapters cover Herat, Kandahar, Seistan (Sistan), and Kabul. Hamilton also devotes separate chapters to the provinces and ethnic groups in the country; administration, law, and revenue; trade and industry; and the army. The author devotes the last two chapters to the tenuous Anglo-Afghan relations, especially the border zone with India, as well as Russian influence on Kabul. He has high praise for Abd al-Rahman Khan, ruler of Afghanistan from 1880 to 1901, for his work to modernize his country, but concludes that he "failed to bequeath to his son any portion of his own singular abilities." His son and successor was Habibullah Khan (reigned 1901-19). Presented here is the first edition of the book, published in London in 1906. It is illustrated with 145 photographs depicting British and Afghan officials, ordinary Afghans, monuments, land features, and palaces. A long list of appendices provides explanatory and supporting materials. A second, shorter edition of the book, also presented in World Digital Library, was published in Boston and Tokyo in 1910.

Book excerpt: Because China is principally interested in preventing the destabilization of Xinjiang Province, it has broadly deferred to the United States and its Western allies who are leading military efforts, political reconciliation, and economic reconstruction in Afghanistan. Author Zhao Huasheng writes that China's interests in Afghanistan are more limited than those of the United States, and Beijing has no interest in playing a subordinate role "under the dominance of the West" either. Basically China wants the security threat contained, but is not prepared to contribute to the military effort, including opening a transit corridor on its territory. China is prepared to participate in Afghanistan's economic reconstruction, especially when it advances Chinese foreign economic interests.
