Taxing Colonial Africa explores a source of funds much neglected in research on the financial structure of the Empire, namely revenue raised in the colonies themselves. Requiring colonies to be financially self-sufficient was one of a range of strategies the British government used to lower the cost of imperial expansion to its own Treasury. Focusing on British colonies in Africa, Leigh Gardner examines how their efforts to balance their budgets influenced their relationships with local political stakeholders as well as the imperial government. She finds that efforts to balance the budget shaped colonial public policy at every level, and that compromises made in the face of financial constraints shaped the political and economic institutions that were established by colonial administrations and inherited by the former colonies at independence. Using both quantitative data on public revenue and expenditure as well as archival records from archives in both the UK and the former colonies, Gardner follows the development of fiscal policies in British Africa from the beginning of colonial rule through the first years of independence. During the formative years of colonial administration, both the structure of taxation and the allocation of public spending reflected the two central goals of colonial rule: maintaining order as cheaply as possible and encouraging export production. Taxing Colonial Africa examines how the fiscal systems established before 1914 coped with the upheavals of subsequent decades, including the two World Wars, the Great Depression, and finally the transfer of power.

The performance of former European and American colonies (Malaysia, Singapore, Burma, Vietnam, Laos, Cambodia, Indonesia, and the Philippines) has been less impressive. Some scholars have attributed the difference to better infrastructure and greater access to education in Japan’s colonies. Anne Booth examines and critiques such arguments in this ambitious comparative study of economic development in East and Southeast Asia from the beginning of the twentieth century until the 1960s. Booth takes an in-depth look at the nature and consequences of colonial policies for a wide range of factors, including the growth of export-oriented agriculture and the development of manufacturing industry. She evaluates the impact of colonial policies on the growth and diversification of the market economy and on the welfare of indigenous populations. Indicators such as educational enrollments, infant mortality rates, and crude death rates are used to compare living standards across East and Southeast Asia in the 1930s. Her analysis of the impact that Japan’s Greater Asian Co-Prosperity Sphere and later invasion and conquest had on the region and the living standards of its people leads to a discussion of the painful and protracted transition to independence following Japan’s defeat. Throughout Booth emphasizes the great variety of economic and social policies pursued by the various colonial governments and the diversity of outcomes. While the government of Botswana leveraged their colonial connection and strong governance to make large economic gains in their post-colonial era, Sierra Leone degraded from economic mediocrity during the colonial era to economic failure in the post-colonial era. This paper argues that governance, institutions, and policy are the most important factors in economic development regardless of the country's economic status. This argument will be made through an examination of Botswana's and Sierra Leone's government, institutions, and policies during the pre-colonial, colonial, and post-colonial eras. More specifically, policies surrounding the diamond industry in Botswana and Sierra Leone are examined in respect to colonialism and economic development. For the sake of this paper, colonialism is viewed as a governance form that created or facilitated institutions and policies in each country. Its impact is discussed strictly in terms of economic development. Additionally, this paper examines how the Kimberley Process Certification Scheme (a voluntary international agreement of over 40 countries to certify their diamonds as "conflict free") and access to global markets have impacted economic development in each country, both of which have their roots in colonialism."

Book excerpt: The traditional recounting of early Australian Economic History is that Britain decided to settle the continent for 'strategic' advantages and as a source of raw materials for its industry, and as an outlet for its trading and the transfer of resources (a takeover) by the new economic managers. The official intention of settling the colony was for peaceful & co-operative economic development of the new land, beneficial to British traditional interests and not intended to undermine or engage in war with the native population, and to share what food resources were naturally available. The gulf between the two societies was too large to be bridged and the British settlement succeeded while the ancient society was destroyed. The destruction of traditional Aboriginal society was recognized by depopulation from an accepted population of about 1 million in 1788 to 250,000 by 1848 whilst an estimated 50% of Aboriginal resources were absorbed by white settlers between 1788 and 1809 The extent and content of British Colonial Investment is discussed as are topics such as the role of Immigration and Foreign Investment, the reasons for the colony, and the highlights of the British rule in the economy and the colonial economic experiment undertaken by Macquarie.
