At present, every individual travelling either to ' wards foreign countries or towards the interior of France, cannot go on before a special pass of the minister of police permits it. This regulation both causes a great loss of time and a great expence; because at the police office at Paris, if you have no particular friends who intereft themselves for you, and and your request is not accompanied with a present, you are forgotten, and may remain and linger on the frontiers for months.
