Book excerpt: The U.S. military has historically believed itself to be the institution best suited to develop the character, spiritual values, and patriotism of American youth. In Strategy for Survival, Lori Bogle investigates how the armed forces assigned itself the role of guardian and interpreter of national values and why it sought to create “ideologically sound Americans capable of defeating communism and assuring the victory of democracy at home and abroad.” Bogle shows that a tendency by some in the armed forces to diffuse their view of America’s civil religion among the general population predated tension with the Soviet Union. Bogle traces this trend from the Progressive Era though the early Cold War, when the Truman and Eisenhower administrations took seriously the battle of ideologies of that era and formulated plans that promised not only to meet the armed forces’ manpower needs but also to prepare the American public morally and spiritually for confrontation with the evils of communism. Both Truman’s plan for Universal Military Training and Eisenhower’s psychological warfare programs promoted an evangelical democracy and sought to inculcate a secular civil-military religion in the general public. During the early 1960s, joint military-civilian anticommunist conferences, organized by the authority of the Department of Defense, were exploited by ultra-conservative civilians advancing their own political and religious agendas. Bogle’s analysis suggests that cooperation among evangelicals, the military, and government was considered both necessary and normal. The Boy Scouts pushed a narrow vision of American democracy, and Joe McCarthy’s chauvinism was less an aberration than a particularly noxious manifestation of a widespread attitude. To combat communism, American society and its armed forces embraced brainwashing—narrow moral education that attacked everyone and everything not consonant with their view of the world and how it ought to be ordered. Exposure of this alliance ultimately dissolved it. However, the cult of toughness and the blinkered view of reality that characterized the armed forces and American society during the Cold War are still valued by many, and are thus still worthy of consideration.

Dunne shows in this study, over time brainwashing came to connote much more than a sinister form of Communist mind control, taking on broader cultural and political meanings. Moving beyond well-known debates over Korean War POWs and iconic cultural texts like The Manchurian Candidate, Dunne explores the impact of the idea of brainwashing on popular concerns about freedom, individualism, loyalty, and trust in authority. By the late 1950s the concept had been appropriated into critiques of various aspects of American life such as an insistence on conformity, the alleged "softening" of American men, and rampant consumerism fueled by corporate advertising that used "hidden" or "subliminal" forms of persuasion. Because of these associations and growing anxieties about the potential misuse of psychology, concerns about brainwashing contributed to a new emphasis on individuality and skepticism toward authority in the 1960s. The notion even played an unusual role in the 1968 presidential race, when Republican frontrunner George Romney's claim that he had been "brainwashed" about the Vietnam War by the Johnson administration effectively destroyed his campaign. In addition to analyzing the evolving meaning of brainwashing over an extended period of time, A Cold War State of Mind explores the class and gender implications of the idea, such as the assumption that working-class POWs were more susceptible to mind control and that women were more easily taken in by the manipulations of advertisers.

Jamie Cohen-Cole illustrates how from 1945 to 1965 policy makers and social critics used the idea of an open-minded human nature to advance centrist politics. They reshaped intellectual culture and instigated nationwide educational reform that promoted more open, and indeed more human, minds. The new field of cognitive science was central to this project, as it used popular support for open-mindedness to overthrow the then-dominant behaviorist view that the mind either could not be studied scientifically or did not exist. Cognitive science also underwrote the political implications of the open mind by treating it as the essential feature of human nature. While the open mind unified America in the first two decades after World War II, between 1965 and 1975 battles over the open mind fractured American culture as the ties between political centrism and the scientific account of human nature began to unravel. During the late 1960s, feminists and the New Left repurposed Cold War era psychological tools to redefine open-mindedness as a characteristic of left-wing politics. As a result, once-liberal intellectuals became neoconservative, and in the early 1970s, struggles against open-mindedness gave energy and purpose to the right wing.
