Kalmoe combines historical and political science approaches to provide new insight into the American Civil War and deepen contemporary understandings of mass partisanship. The book reveals the fundamental role of partisanship in shaping the dynamics and legacies of the Civil War, drawing on an original analysis of newspapers and geo-coded data on voting returns and soldier enlistments, as well as retrospective surveys. Kalmoe shows that partisan identities motivated mass violence by ordinary citizens, not extremists, when activated by leaders and legitimated by the state. Similar processes also enabled partisans to rationalize staggering war casualties into predetermined vote choices, shaping durable political habits and memory after the war's end. Findings explain much about nineteenth century American politics, but the book also yields lessons for today, revealing the latent capacity of political leaders to mobilize violence.

Here Joanne Gowa challenges that belief. In a thorough, systematic critique, she shows that, while democracies were less likely than other states to engage each other in armed conflicts between 1945 and 1980, they were just as likely to do so as were other states before 1914. Thus, no reason exists to believe that a democratic peace will survive the end of the Cold War. Since U.S. foreign policy is currently directed toward promoting democracy abroad, Gowa's findings are especially timely and worrisome. Those who assert that a democratic peace exists typically examine the 1815-1980 period as a whole. In doing so, they conflate two very different historical periods: the pre-World War I and post-World War II years. Examining these periods separately, Gowa shows that a democratic peace prevailed only during the later period. Given the collapse of the Cold War world, her research calls into question both the conclusions of previous researchers and the wisdom of present U.S. foreign policy initiatives. By re-examining the arguments and data that have been used to support beliefs about a democratic peace, Joanne Gowa has produced a thought-provoking book that is sure to be controversial.

Maybe we suspected it, maybe we’ve thought it, but we didn’t have proof. Until now. The electronic voting machines being used in 37 states are vulnerable to tampering, and because the manufacturers are not required to reveal—even to the government—how they operate, voters will never know if their votes are recorded accurately. Follow Rubin on his quest to wake America up to the fact that the irregularities in the 2004 elections might not have been accidents; that there are simple solutions that election commissions are willfully ignoring; that if you voted on an electronic machine, there’s a chance you didn’t vote the way you wanted to. He and a team of researchers studied the code that operates the machines now used in 37 states and discovered the following terrifying facts: The companies hired to test the election equipment for federal certification did not study the code that operates the machines and the election commissions employed no computer security analysts. All votes are recorded on a single removable card similar to the one in a digital camera. There is no way to determine if the card or the code that operates the machine has been tampered with. It’s very easy to program a machine to change votes. There’s no way to determine if that has happened. There were enough irregularities with the electronic voting machines used throughout the 2004 election to make anyone think twice about using them again. Avi Rubin has testified at Congressional hearings trying to alert the government that it has put our democracy at risk by relying so heavily on voting machines without taking the proper precautions. As he has waged this battle, he has been attacked, undermined, and defamed by a prominent manufacturer. His job has been threatened, but he won’t give up until every citizen understands that at this moment, our democracy hangs in the balance. There are simple solutions and, before you vote in the next election, Rubin wants you to know your rights. If you don’t know them and you use an electronic voting machine, you may not be voting at all.

Hazelton argues that major counterinsurgent successes since World War II have resulted not through democratic reforms but rather through the use of military force against civilians and the co-optation of rival elites. Hazelton offers new analyses of five historical cases frequently held up as examples of the effectiveness of good governance in ending rebellions—the Malayan Emergency, the Greek Civil War, the Huk Rebellion in the Philippines, the Dhofar rebellion in Oman, and the Salvadoran Civil War—to show that, although unpalatable, it was really brutal repression and bribery that brought each conflict to an end. By showing how compellence works in intrastate conflicts, Bullets Not Ballots makes clear that whether or not the international community decides these human, moral, and material costs are acceptable, responsible policymaking requires recognizing the actual components of counterinsurgent success—and the limited influence that external powers have over the tactics of counterinsurgent elites.

Stokes embodied the transformation of the civil rights movement from a vehicle of protest to one of black political power. In this wide-ranging political biography, Leonard N. Moore examines the convictions and alliances that brought Stokes to power. Impelled by the problems plaguing Cleveland's ghettos in the decades following World War II, Stokes and other Clevelanders questioned how the sit-ins and marches of the civil rights movement could correct the exclusionary zoning practices, police brutality, substandard housing, and de facto school segregation that African Americans in the country's northern urban centers viewed as evidence of their oppression. As civil unrest in the country's ghettos turned to violence in the 1960s, Cleveland was one of the first cities to heed the call of Malcolm X's infamous "The Ballot or the Bullet" speech. Understanding the importance of controlling the city's political system, Cleveland's blacks utilized their substantial voting base to put Stokes in office in 1967. Stokes was committed to showing the country that an African American could be an effective political leader. He employed an ambitious and radically progressive agenda to clean up Cleveland's ghettos, reform law enforcement, move public housing to middle-class neighborhoods, and jump-start black economic power. Hindered by resistance from the black middle class and the Cleveland City Council, spurned by the media and fellow politicians who deemed him a black nationalist, and unable to prove that black leadership could thwart black unrest, Stokes finished his four years in office with many of his legislative goals unfulfilled. Focusing on Stokes and Cleveland, but attending to themes that affected many urban centers after the second great migration of African Americans to the North, Moore balances Stokes's failures and successes to provide a thorough and engaging portrait of his life and his pioneering contributions to a distinct African American political culture that continues to shape American life.
