The most useful parts of the present book are the detailed descriptions of the complexity and difficulties facing such projects. Organised by a number of peace organisations from different backgrounds and cultures, and run by a similar diversity of people each in their own particular field, it should not come as a surprise to anyone to realise that the difficulties were numerous. And to work in a war zone obviously adds to the list of challenges. All in all, the Balkan Peace Team did a great job and it deserves the recognition found in this detailed documentation and critical examination.No organisation should venture to plan such a project without first reading this important book. Neither should any volunteers be sent to a conflict area without having this book on their obligatory assignments list."

Book excerpt: The term 'Yugoslav Wars' (or, often, 'the Balkan conflict') refers to a series of wars in the region of former Yugoslavia, which were associated with the break-up of that state. The Yugoslav Wars resulted in an unimaginable number of dead, injured and displaced people. They also had a devastating impact on the economy and on the environment. Most notably, in some of the states which emerged from the conflict, people still to this day cannot peacefully coexist with one another. Beyond the affected region itself, the military conflict also had significant implications for Europe and its member states. It destroyed the illusion that Europe had overcome war. Perhaps these recent wars have given Europe an impetus to draw lessons from them, to find out what really needs to be done to build a peaceful Europe. A particular characteristic of this publication is that it does not settle for a single precise analysis of the reasons for war and for post-war conflicts. Rather, peace efforts and peace treaties are analyzed by focusing on their function of preventing conflicts or reducing their extent. Emphasis is placed on the efforts of national actors as well as on those of actors in civil society to promote peace policies in the international sphere. This collection of articles might, for the first time, clearly display the political challenges of peace in the context of the collapse of Yugoslavia and its subsequent wars. It certainly seeks to illustrate what has been learned and what still needs to be learned for the future.

Catholic Social Teaching has been moving toward transcending the limits of these approaches, but it still has significant room for growth. In order to contribute to this growth and to impact U.S. policy, McCarthy draws on Jesus, Gandhi, Ghaffar Khan, and King to offer a virtue-based approach to nonviolent peacemaking with a corresponding set of core practices. This approach is also set in conversation with aspects of human rights discourse to increase its possible impact on U.S. policy. As a whole, Becoming Nonviolent Peacemakers offers an important challenge to contemporary accounts of peacemaking in the U.S.

Book excerpt: This report examines the reasons Slobodan Milosevic, the then president of the Federal Republic of Yugoslavia, decided on June 3, 1999, to accept NATO's conditions for terminating the conflict over Kosovo. Drawing in part upon the testimony of Milosevic and other senior Serb and foreign officials who directly interacted with Milosevic, the report analyzes (1) the assumptions and other calculations that underlay Milosevic's initial decision to defy NATO's demands with regard to Kosovo, and (2) the political, economic, and military developments and pressures, and the resulting expectations and concerns that most importantly influenced his subsequent decision to come to terms. While several interrelated factors, including Moscow's eventual endorsement of NATO's terms, helped shape Milosevic's decision to yield, it was the cumulative effect of NATO air power that proved most decisive. The allied bombing of Serbia's infrastructure targets, as it intensified, stimulated a growing interest among both the Servian public and Belgrade officials to end the conflict. Milosevic's belief that the bombing that would follow a rejection of NATO's June 2 peace terms would be massively destructive and threatening to his continued rule made a settlement seem imperative. Also examined are some implications for future U.S. and allied military capabilities and operations.
