Such was the panic that no one would venture to carry provisions to that island while there was a Ship in quarantine, and during the fortnight I waited at Syra an English steamer without passengers, and with a clean bill of health, having finished her term, was condemned to make another term of two weeks, because a steamer had come in with refugees from Alexandria, and had anchored in the same roadstead. Mr. Lloyd, the English consul, protested and insisted on the steamer being released, and the people threatened to burn his house over his head if he persisted; but, as he did persist, the ship was finally permitted to commu nicate with Syra, but not to enter the harbor, and was obliged to leave without discharging or taking cargo, after being a month in quarantine. A brief abstract of this charming and the interesting narrative constitutes the Introduction of the present volumes. Seven of the eight books written in English are in the first person. Unable, by reason of his rapidly failing health, to finish the memoirs upon the scale of the ante-bellum period, Mr. Villard devoted his last summer to a compendium of the period from 1863 to 1900 written in the third person (Book Vxii). He originally intended to make a record for his family, with possible publicity that others might profit by the lessons of his life. As he proceeded and arrived at his experiences in the Civil War, he began, as he explains, to feel the ardor of the historian, and, using the Official Records of both sides in the greatest of American conflicts, he described the various campaigns in which he took part, or was especially interested, with great elaboration and obviously for the public eye. The importance of his observations in the field and of his laborious researches determined the inclusion of these studies, notwithstanding their bulk, in the present publication. A detailed exhibition of his relations to the development of the far Northwestern States may some day also find its way into print. Much pleased by the news received yesterday by cable from the United States announcing the success of an interesting little episode. A week or two ago he received a pressing invitation from an important industrial community in the States styled the Mutual Building Association. It was their annual meeting last Friday, and they besought Gladstone to send them a little message. Colonel Gouraud undertook to manage it through the phonograph, into which Gladstone spoke the following admirable little essay: "The purpose of the meeting on the 14th may, I conceive, be summed up in two words, self-help and thrift, and I cannot, although much occupied, refuse to send to it a few words of congratulation and good-will. It is self-help that makes the man, and man-making is the aim which the Almighty has everywhere impressed upon creation. It is thrift by which the self-help for the masses dependent on labour is principally made effective. For them thrift is the symbol and instrument of independence and of liberty, indispensable conditions of all permanent human good.
