Evans, Stephen McBride, and their contributors delve further into the more practical, ground-level side of the austerity equation in Austerity: The Lived Experience. Economically, austerity policies cannot be seen to work in the way elite interests claim that they do. Rather than soften the blow of the economic and financial crisis of 2008 for ordinary citizens, policies of austerity slow growth and lead to increased inequality. While political consent for such policies may have been achieved, it was reached amidst significant levels of disaffection and strong opposition to the extremes of austerity. The authors build their analysis in three sections, looking alternatively at theoretical and ideological dimensions of the lived experience of austerity; how austerity plays out in various public sector occupations and policy domains; and the class dimensions of austerity. The result is a ground-breaking contribution to the study of austerity politics and policies.

Book excerpt: In Neoliberal Parliamentarism, Tom McDowell provides an alternative approach to understanding the decline of parliament at the Ontario legislature, an approach that highlights the politics of neoliberalism and the significant impact it has had over the last four decades. McDowell offers a structural critique of parliament, claiming that restrictions on the legislature cannot be separated from the ascendance of neoliberalism as the dominant social and policy paradigm in the province. Tracking the evolution of procedure at the Ontario Legislature from 1981 to 2021, McDowell shows that, beginning in the early 1980s, the establishment of increasingly restrictive procedural rules was critical in securing the passage of controversial neoliberal restructuring policies. Further, he argues that the decades-long shift towards de-democratization and the concentration of political power in the executive ought to be understood in the context of neoliberalism’s rejection of parliamentary sovereignty and legal positivism. Traditional treatments of Canadian industrial relations have either ignored regional differences or contrasted Quebec with the other nine provinces. Beyond the National Divide contains separate chapters on eight provinces, plus an introduction to the topic and a conclusion that explains the results in theoretical terms.By examining the economic, political, and social forces that influence industrial relations, authors found that two groups of provinces exist: those with "confirmed systems" and those with "dependent systems." Confirmed systems are found in Quebec, Ontario, Manitoba, and British Columbia. In these provinces the institutions of collective bargaining and unionism are well established and respected by other stakeholders and labour organizations are important actors in the political and economic life of the province. Dependent industrial relations systems exist in Newfoundland, Nova Scotia, Saskatchewan, and Alberta. In these provinces the institutions of industrial relations lack the strength to resist incursions from hostile governments or employers and the labour movement is a minor actor in the province's economic and political life.
