In addition to the issues of financial system restructuring, export-led recovery, crony capitalism, and competitiveness in Asian manufacturing, it examines six key Asian economies--China, Indonesia, Japan, Korea, Malaysia, and Thailand. The book makes clear that there is little particularly Asian about the Asian financial crisis. The generic character of the crisis became clear during 1998, when it reached Russia, South Africa, and Brazil. The spread of the crisis reflects the rapid arrival of global capitalism in a world economy not used to the integration of the advanced and developing countries. The book makes recommendations for reform, including the formation of regional monetary bodies, the establishment of an international bankruptcy system, the democratization of international organizations, the infusion of public money to revive the financial and corporate sectors in Pacific Asia, and stronger supervision over financial institutions. The book emphasizes a mismatch in Pacific Asia between investment in physical hardware (e.g., factories and machinery) and in social software (e.g., scientific research centers and administrative and judiciary systems). In a world of growing international competitiveness, concerns over governance will weigh increasingly heavily on unreformed Asian countries. The long-term competitiveness of Asia rests on its getting its institutions right.

He contrasts the great traditions of Confucian East Asia with the Southeast Asian cultures and the South Asian traditions of Hinduism and Islam, and explores the national differences within these larger civilizations. Breaking with modern political theory, Pye believes that power differs profoundly from one culture to another. In Asia the masses of the people are group-oriented and respectful of authority, while their leaders are more concerned with dignity and upholding collective pride than with problem-solving. As culture decides the course of political development, Pye shows how Asian societies, confronted with the task of setting up modern nation-states, respond by fashioning paternalistic forms of power that satisfy their deep psychological craving for security. This new paternalism may appear essentially authoritarian to Western eyes, but Pye maintains that it is a valid response to the people's needs and will ensure community solidarity and strong group loyalties. He predicts that we are certain to see emerging from Asia's accelerating transformation some new version of modern society that may avoid many of the forms of tension common to Western civilization but may also produce a whole new set of problems. This book revitalizes Asian political studies on a plane that comprehends the large differences between Asia and the West and at the same time is sensitive to the subtle variations among the many Asian cultures. Allocations of state revenues to the security sector continue to be substantial and have, in fact, increased in several countries. As Asian nations construct a new security architecture for the Asia-Pacific region, Asian security has received increased attention by the scholarly community. But most of that scholarship has focused on specific issues or selected countries. This book aims to lay the groundwork for a comprehensive, in-depth understanding of Asian security by investigating conceptions of security in sixteen Asian countries. The book undertakes an ethnographic, country-by-country study of how Asian states conceive of their security. For each country, it identifies and explains the security concerns and behavior of central decision makers, asking who or what is to be protected, against what potential threats, and how security policies have changed over time. This inside-out or bottom-up approach facilitates both identification of similarities and differences in the security thinking and practice of Asian countries and exploration of their consequences. The crucial insights into the dynamics of international security in the region provided by this approach can form the basis for further inquiry, including debates about the future of the region. The book is in three parts. Part I critically reviews and appraises the debate over defining security and provides a historical overview of international politics in Asia. Part II investigates security practices in sixteen Asian countries, the countries selected and grouped on the basis of security independence. Based on the findings of the country studies and drawing on other published works, Part III compares the national practices with a view to identifying and explaining key characteristics of Asian security practice and conceptualization on the basis of the Asian experiences.
