Book excerpt: In early twentieth century British India, prior to the arrival of digital medias and after the rise of nationalist political movements, a small-town paper from the margins of society became a key player in Urdu journalism. Published in the isolated market town of Bijnor, Madinah grew to hold influence across North India and the Punjab while navigating complex issues of religious and political identity. In Print and the Urdu Public, Megan Robb uses the previously unexamined perspective of the Madinah to consider Urdu print publics and urban life in South Asia. Through a discursive and material analysis of Madinah, the book explores how Muslims who had settled in ancestral qasbahs, or small towns, used newspapers to facilitate a new public consciousness. The book demonstrates how Madinah connected the Urdu newspaper conversation both explicitly and implicitly with Muslim identity and delineated the boundaries of a Muslim public conversation in a way that emphasized rootedness to local politics and small urban spaces. The case study of this influential but understudied newspaper reveals how a network of journalists with substantial ties to qasbahs produced a discourse self-consciously alternative to the Western-influenced, secularized cities. Megan Robb augments the analysis with evidence from contemporary Urdu, English, and Hindi papers, government records, private diaries, private library holdings, ethnographic interviews, and training materials for newspaper printers. This thoroughly researched volume recovers the erasure of qasbah voices and proclaims the importance of space and time in definitions of the public sphere in South Asia. Print and the Urdu Public demonstrates how an Urdu newspaper published from the margins became central to the Muslim public constituted in the first half of the twentieth century.

It analyses the enactment of the Jawaharlal Nehru National Urban Renewal Mission (JNNURM), launched in 2005 by the Indian government, which aimed to spatially reorient cities into market-friendly places across 65 cities but finished with only modest success. The volume discusses the specificities of urban governance systems, colonial municipal histories and nationalist struggle in relation to urban planning and policy reforms to showcase how policies insensitive to these are likely to fail. It identifies historically constituted municipal capacity – located in the municipal organisation at the city level – as the key determinant of divergent trajectories of the spatial changes. The analysis demonstrates that in Ahmedabad the politics of the city was historically oriented towards peoples’ relationship with their spaces, enabling a coherent municipal organisation. In the case of Kanpur, however, the local politics evolved in a way that the urban question remained unresolved, which resulted in a fragmented municipal organisation. This variation in the architectures of municipal organisations in the two cities resulted in different levels of municipal capacities at the time of the inauguration of the JNNURM. A richly detailed case study on urban governance issues and development in Indian cities, this book will be an essential read for scholars and researchers of urban studies, urban politics, development studies, social anthropology, social history, political science, development studies, public policy and governance, urban sociology and South Asian studies.

Book excerpt: This is a meticulously documented account of the political activities of the landlords of Uttar Pradesh--the holders of large zamindari and taluqdari estates who sustained local political power in the rural areas. The British used these landlords as the centerpiece of their system of political control in the rural areas of the province. Until the 1914-1918 war, this system appeared to operate to the satisfaction of both the British and the landlords. In the 1920s and 1930s, however, their relationship became increasingly ambivalent. When the Indian National Congress assumed power--first in the context of provincial autonomy in the late 1930s and then in the context of complete independence--some landlords continued to believe that there was still a role for a distinct landlord political group in Uttar Pradesh politics. Only after independcence, in the early 1950s when the agrarian system was refashioned by zamindari abolition, did the idea of a political role for landlords in the former sense finally end.

Book excerpt: "In Dalit Politics, Amit Ahuja uses the Dalit case to develop a powerful new theory of the often orthogonal relationship between social and political mobilization. He argues that when a marginalized ethnic group's social mobilization precedes its electoral mobilization, the marginalized group's ethnic party will perform poorly. This is because any political inclusion won by a marginalized group's movement weakens the ethnic bloc voting required by its ethnic political party to succeed. When Dalit social movements succeed, competition for their votes increases at the local level, which in turn lowers the importance of caste for differentiating among parties. In areas where marginal groups have a tradition of successfully social mobilization, they prefer material goods over symbolic goods--which serves to divvy up party preferences within the group. Yet when Dalit social mobilization is absent or weak, other parties do not compete for them. Without competition for marginalized voters, their voting blocs are preserved. Ironically, marginalized ethnic group parties are more likely to succeed. Ahuja also analyzes the human development outcomes and finds another irony: in the social sphere, caste solidarity improves public goods provision for the marginalized group, but in the electoral sphere, the effects are negative because such parties are weak political clients. Democratically elected officials are less accountable to them.
