Book The Army Tactical Command and Control System

Download or read book The Army Tactical Command and Control System written by Mark A. Huron and published by . This book was released on 1997-06-01 with total page 118 pages. Available in PDF, EPUB and Kindle. Book excerpt: This thesis is a summary of the capabilities of the Army Tactical Command and Control System (ATCCS) and the guiding Command, Control, Communications, Computers and Intelligence (C4I) documents as they apply to the ATCCS. Its purpose is to strengthen the knowledge base of Army officers entering the Joint C4I curriculum by providing a summary of Joint and Army C4 doctrine and guidance as it applies to ATCCS. ATCCS is the Army's primary Command and Control (C2) system at echelons corps and below. ATCCS consists of five smaller systems, each a Battlefield Functional Area Control System (BFACS) controlling seven Battlefield Functional Areas (BFA). The five BFACS are: the Maneuver Control System (MCS), the Advanced Field Artillery Tactical Data System (AFATDS) , the Forward Area Air Defense Command, Control and Intelligence System (FAAD c2I), the Combat Service Support Control System (CSSCS), and the All Source Analysis System (ASAS). A clear strategy for the functional design of ATCCS is supported by three documents. Related to and supportive of each other, the three documents are: Joint Pub 6-0, Doctrine for Command, Control, Communications and Computer Systems Support to Joint Operations; The Army Enterprise Strategy consisting of The Vision and The Implementation Plan; and Army Field Manual 100- 5, Operations. This thesis draws threads of continuity from joint doctrine through Army guidance into implementation in ATCCS.

Book Should the Army Tactical Command and Control System Provide Command and Control Automation to the Heavy Maneuver Battalion Task Force

Download or read book Should the Army Tactical Command and Control System Provide Command and Control Automation to the Heavy Maneuver Battalion Task Force written by Freddie A. Lee and published by . This book was released on 1993 with total page 100 pages. Available in PDF, EPUB and Kindle. Book excerpt: This thesis seeks to answer the question: Does the Army Tactical Command and Control System (ATCCS), as specified by the U.S. Army Tactical C3I System of Systems, provide effective automation to the U.S. Army heavy Battalion (Mechanized/Armor). Future tactical operations will require C2 systems that are flexible and robust enough to respond to changing situations without burden to the soldier. This paper seeks to determine if Maneuver Control System (MCS) meets the heavy battalion automation needs. To date, ATCCS computer hardware and MCS have been plagued with significant deficiencies which are magnified at the battalion level. The major issues are the requirements for a user friendly system that enhances situational awareness and efficiently transmits data around the battlefield in a mobile environment. This study concludes that ATCCS should not provide the heavy maneuver battalion/task force with the current projected C2 automation. Other capabilities, such as the Intervehicular Information System (IVIS) and the Combat Vehicle Command and Control (CVC2) System, perform better in the criteria evaluated.

Book C4ISR for Future Naval Strike Groups

Download or read book C4ISR for Future Naval Strike Groups written by National Research Council and published by National Academies Press. This book was released on 2006-05-26 with total page 300 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Navy has put forth a new construct for its strike forces that enables more effective forward deterrence and rapid response. A key aspect of this construct is the need for flexible, adaptive command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) systems. To assist development of this capability, the Navy asked the NRC to examine C4ISR for carrier, expeditionary, and strike and missile defense strike groups, and for expeditionary strike forces. This report provides an assessment of C4ISR capabilities for each type of strike group; recommendations for C4ISR architecture for use in major combat operations; promising technology trends; and an examination of organizational improvements that can enable the recommended architecture.

Available in PDF, EPUB and Kindle. Book excerpt: Pursuant to a congressional request, GAO reviewed weaknesses in the Army's efforts to develop segments of its Tactical Command and Control System, focusing on the: (1) All Source Analysis System; (2) Maneuver Control System; and (3) Common Hardware and Software. GAO found that: (1) the Army plans to develop a limited All Source Analysis System with the minimum set of features that users need and add features as it develops other versions; (2) the reduced Soviet threat and the availability of existing capabilities similar to the All Source Analysis System have eliminated the need for further procurement of the limited system; (3) although All Source Analysis System equipment can be used to help refine software and system requirements, the Army's unapproved test plan calls for software that does not meet user requirements; (4) the Army spent $155 million to acquire Maneuver Control System equipment that does not meet its requirements; (5) the Army is rushing the Maneuver Control System's development and acquisition process to make a production decision and acquire equipment at the end of fiscal year 1992, even though the revised test and evaluation master plan is not approved and the operational test criteria are not adequately defined; and (6) although the Army cited several reasons to justify acquiring larger, transportable Common Hardware and Software computers and requiring many users that only need the less expensive, portable versions to buy the larger units, the disparity between the $340 million increase in acquisition costs and the logistical and hardware savings, as well as other benefits, does not support the Army's position.

Available in PDF, EPUB and Kindle. Book excerpt: The overall objective was to determine whether the Army's internal controls and procedures are adequate to ensure that manpower, personnel, and training requirements are planned effectively for operation of new weapon systems. We also determined whether resources were committed or programmed for new personnel and training requirements. To accomplish the audit objectives, we focused on four of the five major component systems of the Army Tactical Command and Control System (ATCCS).

GAO found that: (1) from December 1990 through June 1992 program schedules changed for seven of the nine segments that comprise ATCCS; (2) the segments are in various stages of development and acquisition, ranging from full-scale development to fielding; (3) since 1990, estimated consolidated ATCCS costs have decreased from $23.3 billion to $20.5 billion; and (4) the large decrease is due to Army force structure reductions and termination of program components in response to the reduced Soviet threat.

Book The Army Command and Control Evaluation System ACCES

Download or read book The Army Command and Control Evaluation System ACCES written by Stanley M. Halpin and published by . This book was released on 1996 with total page 46 pages. Available in PDF, EPUB and Kindle. Book excerpt: "This report provides an overview of the Army Command and Control Evaluation System (ACCES) theory and methodology. ACCES was initially developed by Defense Systems, Inc. (DSI) in the period October 1986 to January 1990 under the direction of the Fort Leavenworth, KS, Research Unit of the U.S. Army Research Institute for the Behavioral and Social Sciences (ARI). In the spring of 1990, ARI awarded two follow-up contracts: one to Quantum Research International (QRI) for support in conducting ACCES applications and the second to Evidence Based Research, Inc. (EBR) for specific required enhancements to the ACCES system. Both contracts expired near the end of 1993. This report provides a description of ACCES Version 93 and is current as of the end of December 1993. No further modification of ACCES methodology is planned at this time."--DTIC.

Book The World Wide Military Command and Control System evolution and effectiveness

Download or read book The World Wide Military Command and Control System evolution and effectiveness written by David Eric Pearson and published by DIANE Publishing. This book was released on 2000 with total page 389 pages. Available in PDF, EPUB and Kindle. Book excerpt: Perhaps the best single way to summarize it is to view the book as a bureaucratic or organizational history. What the author does is to take three distinct historical themes-organization, technology, and ideology and examine how each contributed to the development of WWMCCS and its ability (and frequent inability) to satisfy the demands of national leadership. Whereas earlier works were primarily descriptive, cataloguing the command and control assets then in place or under development, The book offers more analysis by focusing on the issue of how and why WWMCCS developed the way it did. While at first glance less provocative, this approach is potentially more useful for defense decision makers dealing with complex human and technological systems in the post-cold-war era. It also makes for a better story and, I trust, a more interesting read. By necessity, this work is selective. The elements of WWMCCS are so numerous, and the parameters of the system potentially so expansive, that a full treatment is impossible within the compass of a single volume. Indeed, a full treatment of even a single WWMCCS asset or subsystem-the Defense Satellite Communications System, Extremely Low Frequency Communications, the National Military Command System, to name but a few-could itself constitute a substantial work. In its broadest conceptualization, WWMCCS is the world, and my approach has been to deal with the head of the octopus rather than its myriad tentacles.
