Book excerpt: On April 18, 1906, the most destructive earthquake to ever hit the United States struck the city of San Francisco leaving over 350,000 homeless and a great portion of the city in rubble. The municipal government, unable to handle a disaster of such magnitude, turned to the only remaining organization capable of assisting, the military forces of the Regular Army. The Army responded immediately; assisted in fire fighting, patrolled the city to guard against looting, and provided food, clothing, and shelter to the many homeless. The Army's quick and decisive actions during this great disaster would serve as a precedence for military relief operations in the future. Following a detailed review of the Army's role in the great San Francisco earthquake of 1906, this research project addresses the evolution of the Federal disaster response system with emphasis on how the Department of Defense (DoD), and in particular the Army, is integrated into that system. A review of statutory authorities and how they have evolved serves as the start point. This is followed by an explanation of the roles and responsibilities of the Federal Emergency Management Agency (FEMA); how it came into being; and describes its relationship with DoD and other Federal Agencies. Using the new Federal Response Plan and earthquake preparedness as the vehicle, this paper provides a detailed analysis of current DoD policy and regulatory guidelines, the organization within DoD for domestic disaster response, and describes current planning efforts at both the Forces Command and Continental U.S. Army (CONUSA) levels. The paper concludes by identifying some challenges facing the Army in the future and proposes some recommendations for meeting those challenges.

The study finds three potential options for an expanded Army role in civil emergency response: (1) continue to support the Federal Emergency Management Administration's (FEMA's) leadership of disaster response planning; (2) expand the Director of Military Support office to include formal state liaison offices; and (3) designate civil disaster support as a fifth pillar of national defense strategy and incorporate disaster-support missions into the Army's primary missions. The last two options expand the Army's current role and will require both internal changes and outside actions. While weighing these options and examining the issues surrounding them, the Army should take three steps to make its force ready to meet the current expectations of the American people in the event of a disaster at home: (1) transfer executive authority for military support from the Secretary of the Army to the Chairman of the Joint Chiefs; (2) support formal acceptance of civil disaster response as a mission for both active and reserve forces; and (3) review legal constraints on military participation in civil disaster relief.

Book excerpt: An evaluation of the Federal Emergency Management Agency (FEMA) and non-combat uses of military manpower in response to selected domestic contingencies requiring capabilities greater than those inherently available within normal communities. Primary focus is on the command, control and coordination aspects of all agencies responding to natural disasters and civil disturbances. Opportunities for maximizing the federal contribution by improving FEMA's capabilities are examined, given concerns that the warfighting capability of the military must be maintained. Relationships between the Federal Coordinating Officer (FCO) and the State Coordinating Officer (SCO) (and the relationship between the Defense Coordinating Officer (DCO) and the National Guard, when the Guard has not been federalized) are examined, in addition to the working relationships between State, DoD and FEMA (to include observations on problems with recommendations to resolve them). Focus is on improving FEMA's "unity of command," response times, coordination prior to disaster and declaration, etc., and noting how post-disaster (e.g. Hurricane Andrew) actions and/or "off-line" agreements (such as the NG interstate agreements) have improved the operation.

The command relationships between active and National Guard forces conducting operations in domestic disaster response become an issue when both types of forces are operating in the same area and responding to different authorities. How authorities establish command relationships and form new organizations between these forces contributes to unity of effort during Defense Support to Civil Authorities operations. This study examines three command relationship models, applies an understanding of the organizations and structures of emergency management and the integration of state and federal military forces into emergency response operations within California. This thesis finds that the integration and a unified command and control of these forces are essential in providing the incident commander with unity of effort and the Dual-Hat command relationship provides the most effective model to ensuring unity of effort in emergency response operations between active and National Guard forces within California. This model provides the Unity of Command necessary to effectively coordinate and direct military operations, while providing the JTF commander the flexibility to use the appropriate capabilities and assets of both the active and National Guard.

Book excerpt: Hurricane Katrina changed the way the United States conducts domestic disaster relief, most notably with the expanded role of the U.S. military. This thesis centers on the question: To what extent should the military be involved in domestic humanitarian assistance and disaster relief? Analysis of mistakes from Katrina point to the answer: The U.S. military should not hold a primary role in disaster relief due to the issues of establishing logistic, communication and medical networks for the victims of a disaster. Instead, a shift in policy should be made to use America's private sector resources to conduct disaster relief efforts. The autonomous nature of private sector leadership allows for quick decisions and front-line empowerment to establish centers of relief to distribute food, shelter, water and medical supplies as well as support communications and logistic efforts. Because of these attributes, the private sector is better equipped than the military to handle domestic disaster relief, and a change in policy should be made to reflect this.
