It explores long-term influences on voter choice, the economy, party leaders, and the candidates themselves. It also examines how vote and why many do not vote at all. Findings are assessed both within an Irish and a more comparative context. Ireland uses an electoral system that gives voters an unusual degree of freedom to pick the candidates they prefer: the single transferable vote. Attachment to parties is very low, differences between them are often obscure, candidate profiles are very high, and turnout is falling rapidly. However, Irish elections buck international trends as campaigns rely very heavily on personal contact between parties and the voters.

In Europe, the post 1989 democratisation wave brought important debates about electoral system choice and free and fair elections. But electoral reform also emerged on the agenda in a number of established democracies. Declining political participation, corruption scandals and party finance irregularities put the management of the democratic process on the political agenda. Election administration problems such as those in the Gore Bush election of 2000 thrust electoral integrity into the global political spotlight. In this edited collection, we are primarily concerned with the mechanics of how elections are run. Elections are complex administrative tasks and as International IDEA points out, they are also usually administered against a politically charged backdrop. This book brings together specialists to consider the election management process using diverse theoretical approaches and, addressing both emerging and perennial election debates such as the role of voter advice applications, election management bodies, districting, ballot design and media practices in the coverage of elections. The volume includes a number of comparative chapters which utilise data from large international datasets (VDem and CSES), several Irish case studies and an important Dutch study of voter advice applications with pioneering data. Collectively, the chapters provide insights into election administration in Ireland and many other established democracies. This book was previously published as a special issue of Irish Political Studies.

Book excerpt: In recent decades, Ireland’s three major political parties have maintained over 80 percent of the vote in the face of rapidly shifting social divisions, political values, and controversial issues, though not by giving voice to particular interest groups or reacting to issues of the day. Rather, Sean D. McGraw reveals how party leaders select, or purposely sideline, pressing political and social issues in order to preserve their competitive advantage. By relegating divisive issues to extraparliamentary institutions, such as referenda or national wage bargaining systems, major parties mitigate the effects of changing environments and undermine the appeal of minor parties. This richly textured case study of the major parties in the Republic of Ireland engages the broader comparative argument that political parties actively shape which choices are available to the electorate and—just as importantly—which are not. Additionally, McGraw sets a new standard for mixed-method research by employing public opinion surveys, party manifestos, content analysis of media coverage, the author’s own survey of nearly two-thirds of Irish parliamentarians in both 2010 and 2012, and personal interviews conducted over the course of six years.
