In this paper we examine the relationship between fragility and poverty, suggesting that countries may become trapped in a vicious circle of fragility and low levels of wellbeing. We consider fragility as a continuum and begin by reviewing available measures. These show the high presence of fragility in Sub-Saharan Africa and allow the more fragile countries to be identified. There is seen to be a strong association between fragility, poor growth performance, and lower wellbeing in Sub-Saharan Africa. Building on the strong evidence for the two-way relationship between economic growth and poverty, we present an analysis of how the vicious circle linking poorer welfare outcomes and fragility may be able to be broken. We argue that building successful institutions is key here, and this can be enabled by specific policy interventions that are both poverty reducing and productive.

Regarding state-led interventions, the authors utilize insightful statistical methods and epistemologies to explain the correlates of behavioral language frames and conflict de-escalation on battle-related deaths across the conflict zones within the sub-region, the regional and country-level interventions to end child labor, the institutional frameworks and interventions in the advancement of food security and health. The broader historical context opened a window for African countries to achieve statehood and new self-determination independent from war ridden European colonial powers. At the Horn of Africa and the neighbouring regions, similarly to the overall trend on the continent, countries became independent. Ethiopia gained first home rule in 1941, Somalia 1960 during the so called year of Africa, Sudan 1956 and Kenya in 1963. Yet, the new right of self-governance jointly with the difficult colonial heritage brought numerous new problems to African societies. Leaders faced new challenges to transform their territories to progressive and prosperous nation states bringing African countries modernity. However, many of the territories given independence found their way into state failure. As Collier (2007) points out in his book "The bottom billion" that global poverty is actually falling quite rapidly for about 80% of the world. The real crisis is to be found in a group of about 50 failing states, whose problems challenge traditional approaches to reduce poverty. He argues that 50 failed states pose the central challenge of the developing world in the twenty-first century. On that account the phenomenon of failed states needs considerable investigation effort by scholars. One especially extreme case of state failure is Somalia. It is this African country, which had become the epitome of a failed state, such frequently quoted, mentioned and discussed in literature like hardly any other. Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.

What can be done to encourage leaders to govern not for patronage but for economic growth? In this book, such distinguished political economists as Douglass North, Robert Barro, and Stephen Haber answer these questions, providing a solution to one of the most important policy puzzles of the new century: how to govern for prosperity. The authors begin from a premise that political leaders are self-interested politicians rather than benign agents of the people they lead. When leaders depend on only a few backers to stay in power, they dole out privileges to those people, thereby dissipating their country’s total resources and national growth potential. On the other hand, leaders who need large coalitions to stay in office implement policies that generally foster growth and political competition over ideas. The result is that those who promote policies that lead to stagnation tend to stay in office for a long time, and those who produce prosperity tend to lose their jobs.
