We reviewed the Air Force Audit Agency (AFAA) system of quality control for Special Access Program (SAP) audits for the three years ended September 30, 2004. The Government Auditing Standards (GAS) require that an audit organization performing audits and/or attestation engagements in accordance with GAS should have an appropriate internal quality control system in place and undergo an external peer review at least once every 3 years by reviewers independent of the audit organization being reviewed. As the organization that has audit policy and oversight responsibilities for audits in the Department of Defense, we conducted this external peer review of the AFAA SAP audits in conjunction with the Naval Audit Service's external peer review of AFAA non-SAP audits. An audit organization's quality control policies and procedures should be appropriately comprehensive and suitably designed to provide reasonable assurance of meeting the objectives of quality control. We tested the AFAA system of quality control to the extent considered appropriate. In our opinion, the system of quality control for the audit function of the AFAA SAP audits in effect for the period ended September 30, 2004, was designed in accordance with quality standards established by GAS. Further, the internal quality control system was operating effectively to provide reasonable assurance that SAP audit personnel were following established policies, procedures, and applicable auditing standards. Accordingly, we are issuing an unqualified opinion on your SAP audit quality control system for the review period ended September 30, 2004.

Subsequently, the General Accounting Office has issued on two occasions audit standards for the Federal Government. These standards serve as both a guide for the development of internal audit systems within executive departments and as a standard for judging the effectiveness of these systems. With these standards in mind, in February of last year, I requested the GAO to review the internal audit agencies of the military services. At the same time, the military services were asked to make assessments of their audit activities. These assessments by the military services and the GAO review of their audit activities have now been completed. A hearing reviewing the operation of the Army's Audit Agency was held last July. The subcommittee's report on the Army Audit Agency found that it fell somewhat short of meeting the comprehensive audit standards. The Army was in substantial agreement with the GAO findings and recommendations and initiated corrective actions"--Page 1.

Public Law 101-576, the "Chief Financial Officers Act of 1990," November 15, 1990, as amended by Public Law 103-356, the "Federal Financial Management Act of 1994," October 13, 1994, requires DoD to prepare annual audited Air Force Working Capital Fund financial statements. Office of Management and Budget Bulletin No. 01-02, "Audit Requirements for Federal Financial Statements, dated October 16, 2000, establishes the minimum requirements for audits of these financial statements. This Bulletin requires the Inspector General, DoD, to express an opinion on the DoD financial statements and to report on the adequacy of internal controls and compliance with laws and regulations. We delegated the audit of the FY 2000 Department of the Air Force Working Capital Fund financial statements to the Air Force Audit Agency (AFAA). This report is the first in a series of reports and discusses the work performed on the oversight of the Air Force Audit Agency audit of the FY 2000 Department of the Air Force Working Capital Fund financial statements.
