Professor Havens analyzes the response of Japanese farmers and their spokesmen to the pursuit of modernization during the Meiji and Taishō periods. Through a critical examination of writings and speeches of major farm ideologues, including Gondō Seikyō, Tachibana Kōzaburō, and Katō Kanji, the author examines the ways in which agrarianist theories shaped modern Japanese nationalism and the extent to which rural ideologies triggered political violence in the turbulent 1930s. He then focuses on the romantic rural communalism of the 1920s and 1930s as an example of antigovernment nationalism designed to rescue the Japanese people at large from bureaucracy, capitalism, and urbanization. Based on extensive research in modern Japanese ideological, political, and economic materials, the study offers new insight into the early twentieth century revolution in nationality sentiments and provides fresh grounds for doubting the state's monopoly on public loyalties during the years immediately preceding Pearl Harbor. Against the background of the rapid development of capitalism in Japan after the revolution, and the accompanying emergence of the working class, this study shows how early Japanese socialists drew on both Western influences and elements from traditional Japanese culture. In the early 1980s most of the world interested in Japan was fascinated by its educational system, industrial policy or low crime rates – things which explained the economic miracle and made it ‘Number One’. John Crump, however, was searching for the origins of socialist thought there. Historians of the socialist movement before and since the 1980s have described the thought of those who figure in the dramas Crump describes. What sets his study apart is the degree to which the theoretical debates discussed matter to him. Other authors often lack sympathy with, or seem frustrated by, the importance given to apparently trivial differences that consumed endless debate. However, at the time he wrote this book, the author was still an activist, even though his activity manifested itself mainly in his scholarship. His aim was to do more than give an account of the formation of socialist thought in Japan. He wanted his readers to think more deeply about the development of capitalism in Japan. This book made an original contribution to the study of Japan in the 1980s. Its unique perspective shines a bright light on debates still relevant today.

At the extreme, they are stereotyped as "education mothers" (kyoiku mama), completely dedicated to the academic success of their children. Children of working mothers are pitied; day-care users, both children and mothers, are faintly disparaged for their inadequate home lives; hired babysitters are virtually unknown. Yet historical evidence reveals a strikingly different picture of Japanese motherhood and childcare at the beginning of the twentieth century. In contrast to today, child tending by non-maternal caregivers was widely accepted at all levels of Japanese society. Day-care centers flourished, and there was virtually no expectation of exclusive maternal care of children, even infants. The patterns of the formation of modern Japanese attitudes toward motherhood, childhood, child-rearing, and home life become visible as this study traces the early twentieth-century rise of Japanese day-care centers, institutions established by middle-class philanthropists and reformers to provide for the physical well-being and mental and moral development of urban lower-class preschool children. Day-care gained broad support in turn-of-the-century Japan for several reasons. For one, day-care did not clash with widely accepted norms of child care. A second factor was the perception of public and private policymakers that day-care held the promise of social and national progress through economic and moral betterment of the urban lower classes. Finally, day-care offered working mothers the opportunity to earn a better livelihood with fewer worries about their children. In spite of emerging notions that total devotion to child-rearing was a woman's highest calling, Japanese nationalism, a signal force in the genesis of the modern Japanese state, economy, and middle-class culture, fed a deep wellspring of support for day-care and fostered significant reshaping of motherhood, childhood, home life, and view of the urban lower classes. Passages to Modernity is an important and original contribution to our understanding of the institutional and ideological reach of the early twentieth-century state and the contested emergence of a striking new discourse about woman as domestic caregiver and homemaker.
