It contains the following sections: 1) Overview of the Refugee Situation in Africa; 2) Durable Solutions; 3) The Impetus to Focus on Women Refugees; and 4) Women in Camps and Settlements. The author contends that recent crises in Africa have resulted in refugee camps being dependent on external assistance, and that this is not a durable solution. She finds that the majority of refugees in camps are women and children, who are personally vulnerable and responsible for onerous domestic tasks under difficult conditions. She gives examples where such problems have been addressed in Somalia and the Sudan by involving women in camp administration. She notes, however, that the majority of refugee assistance and development projects are aimed at men, who represent a smaller proportion of the refugees, thus ignoring the traditional and potential skills of the women. In conclusion, the author emphasizes the importance of carrying out demographic surveys of refugee camp population before planning assistance projects. She further suggests that local integration is the only durable solution for African refugees, and that this presents the opportunity for refugee assistance and local development projects to be combined. This, however, would depend on the effective involvement of women in the projects.
