This forum was a part of the African Potentials Project, which aims to clarify the latent problem-solving abilities, ways of thinking, and institutions that have been created, accumulated, unified, and deployed in the everyday experiences of Africans. The notion of Africa’s latent power/potential is not related to romanticisation of the traditional knowledge of African society and its institutions as fixed, essentialised ‘magic wands’. This notion also raises objections against political dogmas that seek to smoke out and eliminate thought and values originating in Western modernity. The keyword of the Accra Forum was futurity. Africa’s future is laden with possibilities, latent power, and potential. It is bright and hopeful but, simultaneously, bleak and thought-provoking. For nascent democracies and economically challenged communities, the value of this potential lies not in its static qualities but in how these qualities can be harnessed and translated into beneficial practical outcomes. As a concept, ‘potential’ connotes a time to come; a futurity that is full of known and unknown possibilities, challenges, and opportunities.

It was the largest challenge that the French ever faced in their West African colonial empire, and one of the largest armed oppositions to colonialism anywhere in Africa. How such a movement could be organized in the face of European technological superiority despite the fact that this region is generally described as having consisted of rival villages and descent groups is a puzzle. In this jointly written book the two authors provide a detailed political and military history of this event based on archival research and ethnographic fieldwork. Using cultural and sociological analysis, it probes the origins of the movement, its internal organization, its strategy, and the reasons for its initial success and why it spread. In 2001 the authors of West African Challenge to Empire were awarded the Amaury Talbot Prize for African Anthropology by the Royal Anthropological Institute.

The turn of the millennium has witnessed the recession of large-scale and conventional conflict, and it has ushered in new and emerging threats. The specters of religious extremism, maritime piracy, and narcotics trafficking threaten to undermine some of the progress achieved in recent years. The Challenge of Stability and Security in West Africa critically examines the key drivers of conflict and violence, and the way in which they impact the countries of the sub-region. In addition to emerging threats, these drivers include the challenges of youth inclusion, migration, sub-regional imbalances, and extractives, as well as challenges related to the fragility of political institutions and managing the competition for power, reform of the security sector, and weakness of institutions related to land management. The book explores how the sub-region, under the auspices of the regional organization ECOWAS, has become a pioneer on the continent in terms of addressing regional challenges. The Challenge of Stability and Security in West Africa also identifies key lessons in the dynamics of resilience in the face of political violence and civil war drawn from CÃ ́te d'Ivoire, Liberia, and Sierra Leone, that can be useful for countries around the world in similar situations. More people have died from political conflict in Africa than in any other place on earth. Between 1999 and 2008, Africa experienced thirteen major armed conflicts, the highest of any region. Between 1993 and 2014 Africa witnessed no less than 50 per cent of the world’s genocides and politicides. The Islamist Challenge examines, (1) al-Shabab, an al-Qaeda ally, (2) al-Qaeda in the Islamic Maghreb, (3) Boko Haram, an ISIS ally and (4) other Islamist insurgencies among Africans. Boko Haram alone may have killed as many as 31, 000 mostly African civilians since 2009, a figure that ranks among the highest in the world. Boko Haram’s leader has threatened the West, the US and its President, making his challenge both African and international despite the fact that most Americans have never heard of him. But the Paris attacks of 2015 with roots in France’s 2005 “riots” by mostly brown and black militants with links to North and West Africa suggests the danger is no less real. Africa has never been a priority among policy makers and is the only world region whose top military command center, AFRICOM is located a continent away in Stuttgart, Germany. But a 6,000-page classified report released in 2018 after the ambush and killing of four US soldiers in Niger in 2017 suggests that this may be about to change. The Islamist Challenge examines Islamist militancy’s longstanding presence among Africans, Islamist militancy’s distinct ideological features among Africans and ways to minimize if not eliminate its violence. One critic describes the challenge as one that presents a choice not between war and peace but between war and endless war! Whether this is true or not, a change in Africa’s status among policy makers is long overdue. The adage: let not the important be the enemy of the urgent may be a warning to policy makers to abandon the error of marginalizing Africa and Africans before it is too late. The Islamist Challenge underscores this warning.
