In June 1994, a record 66.6 percent of the Austrian population voted in favor of joining the Union, and Austria acceded on January 1, 1995. Only three years later, in the second half of 1998, Austria assumed its first presidency of the European Union. Its competent conduct of the Union's business enhanced its reputation. The sense that Austria was a role model collapsed overnight, after a new conservative People's Party (VP/FP) coalition government was formed in Austria in early February 2000. Austria became Europe's nightmare. This volume has two purposes. The first is to assess Austria's first five years in the European Union. The second is Austria's ongoing struggle with its past. Heinrich Neisser evaluates and assesses Austria's commitment to the European Union. Thomas Angerer offers a long-term perspective of regionalization and globalization trends in Austrian foreign affairs. Romania will need to steer discussions, demonstrate vision and be responsible for making decisions that impact the entire 28-country bloc, working together with Finland and Croatia, the two Member States that will follow it in the presidency. The Romanian Presidency must seize this opportunity. Romanians are among the most pro-European in the EU and show a great attachment to European values. The current government has the potential to be a mediator, consolidating the European idea and including the views of Europe’s people. The EU integration process needs to be better understood, accepted and supported by those who are in the front line, the people of Europe.

Instead of looking at security actors in isolation from one another, the book enquires into the practice of the policy process and maps out the constellations of formal and informal actors sponsoring concrete ideas on what European security should be about. The understandings of security shift and advocating a particular reading of security involves entering the political contest with actors advancing different conceptions. The contributors analyse these different modalities, overlapping scenes and shifting meanings that bring about EU security policies. Our case studies illustrate how these processes unfold both at the intra-EU level, where different institutions supply and endorse their security framings, and vis-à-vis the EU and its neighbours. The purpose of the book is to uncover, by pluralistic means, the rules of the game that structure the field of the EU’s security making. That way, rather than impose a rigid theoretical model, the editors structure the inquiry around three concepts: security, politics, and policy.
