Book excerpt: In 2014, the EU fishing fleet numbered 81 500 vessels with a combined gross tonnage (GT) of 1.6 million tonnes and engine power of 6.4 million kilowatts (kW). EU fleet capacity has continued to decrease steadily, at an average annual rate of 2% in terms of vessel numbers and engine power (kW) and 3% in terms of gross tonnage (GT). Based on data submitted by Member States under the Data Collection Framework (DCF), there were 63 642 active vessels and 17 860 inactive vessels in 2014. Of the active vessels, 74% were classed as small-scale, 26% large-scale and remaining less than 1%, distant-water vessels. Direct employment generated by the fleet amounted to just under 150 000 fishers, corresponding to 111 140 FTEs. The revenue (income from landings plus other income) earned by the EU fishing fleet in 2014 (excl. Greece) was estimated at €7.25 billion. As in previous years, the major cost items were labour and energy, representing 34% and 22% of total operating costs, respectively. The amount of Gross Value Added (GVA) and gross profit (all excl. subsidies) generated by the EU fishing fleet (excl. Greece) in 2014 was €3.7 billion and €1.6 billion, respectively. GVA as a proportion of total revenue was estimated at 51.5% and gross profit margin at 21.9%. With a total net profit of €770 million for the EU fleet in 2014, 10.6% of the revenue was retained as net profit, up from 7.3% in 2013. This publication includes: 1) An structural and economic overview of the EU fishing fleet in 2014, with projections for 2015-2016, and trend analyses for the years 2008-2014; 2) A regional analysis of the EU fishing fleet by major sea basin: Baltic Sea, North Sea, North East Atlantic, Mediterranean & Black Sea, as well as fleets operating in Other Fishing Regions, including the Northwest Atlantic, Eastern Arctic, Outermost regions and Other regions; 3)A detailed structural and economic overview of each EU Member State fishing fleet, including qualitative economic performance assessments for 2014 and projections for 2015 and 2016 for MS fleets operating in the NE Atlantic, based on the Bio-Economic Model of European Fleets (BEMEF).

It focuses on the emergence of research practices and advice frameworks that allow co-creation of common knowledge bases for management. Drawing from 8 years of research in GAP, a two-stage 7th framework EU project, the book offers a critical examination of how knowledge practices in fisheries governance are changing. The entry point for this research is a series of practical experiments in the unchartered terrain of collaborative research. To gain insight into the ongoing transition in European fisheries management, GAP initiated and carried out 13 Case Studies in different settings across Europe. In each case study, a team of fishers and marine scientists worked together to identify, plan and implement research projects intended to make a difference. The cases vary. They take on different management issues and shape the collaborations in different ways. The extent to which they succeed in realizing their objectives also differs. They are all contributing important insights into the possibilities of co-creating knowledge for management purposes. The book delves into the individual experiences of each case study as well as the lessons they contribute as a whole. The examination concludes that while research partnerships are not always easy to establish, they are an important step towards better fisheries governance. Without a common knowledge base for fisheries governance, co-created through collaborative research practices, sustainable fisheries will remain out of reach.

EU fleet capacity has continued to decrease steadily, with an average annual decrease of 2% in terms of vessel numbers and kW and 3% in terms of GT. Based on DCF data, there were 65,363 vessels active and 18,371 inactive vessels. Of the active vessels, 74% were small-scale, 26% were large-scale and less than 1% were distant-water vessels. Direct employment generated by the fleet amounted to just over 149,000 fishers, corresponding to 110,000 FTEs (excl. Cyprus). The total income earned by the EU fishing fleet in 2013 (excl. Bulgaria, Croatia, Cyprus, Greece and Malta) was estimated at €6.9 billion. As in previous years, the major cost items were labour and energy, representing 37% and 27% of total operating costs, respectively. The amount of Gross Value Added (GVA) and gross profit (all excl. subsidies) generated by the EU fishing fleet (excl. Bulgaria, Cyprus, Greece and Malta) in 2013 was €3.4 billion and €1.3 billion, respectively. GVA as a proportion of total revenue was estimated at 49% and gross profit margin at 20%. With a total net profit of €506 million for the EU fleet in 2013, 7.8% of the revenue was retained as net profit. Small-scale fisheries are argued to be extremely important in Europe, as they provide employment and welfare, while increasing food sovereignty and maintaining communities in coastal areas. The recent worldwide focus on SSF derives from their environmental sustainability, which distinguishes many of their activities from those of large-scale fisheries. This book analyses the diversity of SSF and shows how fishing communities have sometimes developed successful governing models, demonstrating social and economic resilience. While the book emphasizes the strengths of SSF and the synergies that occur with other marine sectors, it also presents cases of failure, in which collective action and policy have actually contributed to a weakening of the sector. In this context, the book shows how governmental policies toward SSF vary considerably from country to country, in a way that is not entirely consistent with European policies.

Aimed at a diverse interdisciplinary fisheries management readership, and designed as a guide to issues emerging in any assessment of ITQ, the book is a timely investigation of the origins and diverse experiences of ITQ projects, including resistance to them, attempts to develop fisheries management around them, and experiences of the risks that come with them. Based on data submitted by Member States under the EU MAP, there were 65 567 active vessels in 2017. Direct employment generated by the fleet amounted to 151 981 fishers, corresponding to 107 807 FTEs; on average earning EUR 28 362 in wages annually. The EU fleet spent 4.8 million days-at-sea and consumed 2.2 billion litres of fuel to land 5.3 million tonnes of seafood with a reported value of EUR 7.6 billion. Revenue (income from landings plus other income), as reported amounted to EUR 7.7 billion while costs incurred by the fleet totalled EUR 6.4 billion (excludes fishing rights), 11% of which consisted of capital costs (EUR 688 million) and 89% of operating costs. The latter mainly consisted of labour and fuel costs (39% and 16% of total costs, respectively). The Gross Value Added (GVA) and gross profit (all excl. subsidies and fishing rights) was estimated at EUR 4.5 billion and almost EUR 2.0 billion, respectively. GVA as a proportion of revenue was estimated at 58% and gross profit margin at 26%. With a total net profit of EUR 1.3 billion in 2017, 17% of the revenue was retained as profit. Starting from the key findings of the Scientific, Technical and Economic Committee for Fisheries (STECF) '2019 annual economic report on the EU fishing fleet', it also includes evidence from recent studies and market analysis. The results highlighted in this paper indicted that the profitability of the EU fleet continues to be positive albeit minor decreases compared to the previous year, net profits were at €1.3 billion in 2017. Continued low fuel prices, stable average fish prices for a number of commercially important specie, alongside improved the status of some important stocks have contributed to this positive result. Employment generated by sector amounted to 151 981 fishers with average wages rising to €28 652. Overall, 2017 was a profitable year for the EU fishing fleets. Twenty-one of the 22 Member State fishing fleets evaluated registered gross profits. Projections for 2018 and 2019 show potential minor falls in profitability, mainly due to an increase in fuel prices.

This summary report serves to highlight some of the key findings of the 2013 AER. Results on the economic performance indicate that the EU fishing fleet was again in profitable in 2011, with 6% of income being retained as netprofit. On the whole, the EU fleet showed improvements in most of the main economic performance indicators analysed when compared to 2010. Projections for 2012 indicate increased income for over three-fifths of the fleets analysed but positive profit margins for less than half. As outlined in the Commission Decision of 26 August 2005 establishing a Scientific, Technical and Economic Committee for Fisheries 2005/629/EC the STECF draws up the Annual Economic Report on the European Fishing Fleet. In response to a request from DG Maritime Affairs and Fisheries (Structural Policy and Economic Analysis Unit) to facilitate its dissemination to the wider public, the STECF issued this summary document in addition to the 2013 AER full report. This summary report was reviewed and released by the STECF by written procedure in September 2013.
