The panel was interviewed on 12 separate occasions about how and why they made their voting choices. The book focuses on how electoral choices are made and how these choices evolve during the short time-span of an election campaign. The analysis of the 2012 electoral result shows more than ever that voting choices are the fruit of interweaving timelines: the long term period that characterizes voters’ predispositions and their predictions of a possible scenario; the shorter period of time during which the campaign unfolds where those predispositions are either confirmed, called into question, or undone; and the moment when the final choice is made. This is the first time the electoral decision-making process during a French Presidential election has been systematically studied.

Book excerpt: Under evaluative voting, the voter freely grades each candidate on a numerical scale, with the winning candidate being determined by the sum of the grades they receive. This paper compares evaluative voting with the two-round system, reporting on an experiment, conducted during the 2012 French presidential election, which attracted 2,340 participants. Here we show that the two-round system favors “exclusive” candidates, that is candidates who elicit strong feelings, while evaluative rules favor “inclusive” candidates, that is candidates who attract the support of a large span of the electorate. These differences are explained by two complementary reasons: the opportunity for the voter to support several candidates under evaluative voting rules, and the specific pattern of strategic voting under the two-round voting rule.

Book excerpt: Existing evidence on the impact of door-to-door canvassing comes from small-scale experiments that assign treatment at the individual level (at which voter choices are difficult to measure), and assume greater control over canvassers' selection and behavior than is typical to most campaigns. This paper takes a different approach by assigning entire precincts to either a control group or a treatment group, in a countrywide experiment during François Hollande's campaign in the 2012 French presidential elections. Overall, activists supporting the Parti Socialiste's candidate knocked on five million doors. Visits did not affect voter turnout, but increased Hollande's vote share in the first round at the expense of his right-wing opponents, and accounted for one fifth of his victory margin in the second round. This impact largely persisted in later elections, suggesting that even brief one-on-one discussions can have a large and lasting persuasion effect.

Once seen by many as a colonial interloper in the South Pacific, by the early 2000s, after it ended nuclear testing in French Polynesia and negotiated transitional Accords responding to independence demands in New Caledonia, France seems to have become generally accepted as a regional partner, even if its efforts concentrate on its own territories rather than the independent island states. But Frances future in the region has yet to be secured. By 2014 it is to have handed over a set of agreed autonomies to the New Caledonian government, before an independence referendum process begins. Past experience suggests that a final resolution of the status of New Caledonia will be divisive and could lead once again to violent confrontations. In French Polynesia, calls continue for independence and for treatment under UN decolonisation procedures, which France opposes. Other island leaders are watching, so far putting faith in the Noumea Accord, but wary of the final stages. The issues and possible solutions are more complex than the French Pacific island population of 515,000 would suggest. There is a third group of mainly-middle class citizens who see the EU in mostly positive terms and sometimes-but not always-think of themselves as Europeans. It is this swing group that is most critical for the future of the European project. If they favor more European cooperation, politicians will oblige. But, if they prefer that policies remain wedded to the nation, European cooperation will stall.
