On the whole, the EU fleet showed improvements in all the main economic performance indicators analysed when compared to 2009. Furthermore, and despite the uncertain economic climate, economic performance projections for 2011 indicate that profitability improved for around three quarters of the national fleets analysed.

As outlined in the Commission Decision of 26 August 2005 establishing a Scientific, Technical and Economic Committee for Fisheries 2005/629/EC the STECF draws up the Annual Economic Report on the European Fishing Fleet. In response to a request from DG Maritime Affairs and Fisheries (Structural Policy and Economic Analysis Unit) to facilitate its dissemination to the wider public, the STECF issued this summary document in addition to the 2013 AER full report. This summary report was reviewed and released by the STECF by written procedure in September 2013.

Efficient policy instruments are needed to change the development. This report uses empirical models to analyse how CO2 emissions, fleet structure, economic performance, and employment opportunities are affected by imposing management instruments to reduce climate impacts. These instruments include both fisheries management such as larger stock levels and more efficient fleets, and energy policy such as fuel taxes or CO2 trading schemes. To get a representative view of the Nordic fisheries, the analysis contains case studies from all the Nordic countries: Sweden, Denmark, Norway, Iceland, Greenland, the Faroe Islands and Finland. The fleet segments analysed range from coastal small-scale trap nets to large off-shore trawlers.

Starting from the key findings of the Scientific, Technical and Economic Committee for Fisheries (STECF) '2019 annual economic report on the EU fishing fleet', it also includes evidence from recent studies and market analysis. The results highlighted in this paper indicted that the profitability of the EU fleet continues to be positive albeit minor decreases compared to the previous year, net profits were at €1.3 billion in 2017. Continued low fuel prices, stable average fish prices for a number of commercially important specie, alongside improved the status of some important stocks have contributed to this positive result. Employment generated by sector amounted to 151 981 fishers with average wages rising to €28 652. Overall, 2017 was a profitable year for the EU fishing fleets. Twenty-one of the 22 Member State fishing fleets evaluated registered gross profits. Projections for 2018 and 2019 show potential minor falls in profitability, mainly due to an increase in fuel prices.

Book excerpt: In 2017, the EU fishing fleet numbered 83 323 vessels with a combined gross tonnage (GT) of 1.56 million tonnes and engine power of 6.3 million kilowatts (kW). Based on data submitted by Member States under the EU MAP, there were 65 567 active vessels in 2017. Direct employment generated by the fleet amounted to 151 981 fishers, corresponding to 107 807 FTEs; on average earning EUR 28 362 in wages annually. The EU fleet spent 4.8 million days-at-sea and consumed 2.2 billion litres of fuel to land 5.3 million tonnes of seafood with a reported value of EUR 7.6 billion. Revenue (income from landings plus other income), as reported amounted to EUR 7.7 billion while costs incurred by the fleet totalled EUR 6.4 billion (excludes fishing rights), 11% of which consisted of capital costs (EUR 688 million) and 89% of operating costs. The latter mainly consisted of labour and fuel costs (39% and 16% of total costs, respectively). The Gross Value Added (GVA) and gross profit (all excl. subsidies and fishing rights) was estimated at EUR 4.5 billion and almost EUR 2.0 billion, respectively. GVA as a proportion of revenue was estimated at 58% and gross profit margin at 26%. With a total net profit of EUR 1.3 billion in 2017, 17% of the revenue was retained as profit. The Gross Value Added (GVA) and gross profit (all excl. subsidies and fishing rights) were estimated at EUR 3.4 billion and EUR 1.25 billion, respectively. GVA as a proportion of revenue was estimated at 53% and gross profit margin at 20%. With a total net profit of almost EUR 0.6 billion in 2019, 9.0% of the revenue was retained as profit. These results indicate a deterioration compared to 2018 while nowcast estimates suggest that the performance of the EU fishing fleet will be moderately (if compared to 2019) and heavily (if compared to 2018) deteriorated in 2020 and 2021, although partially outweighed by the reduction in fuel costs in 2020. Book excerpt: This techno-economic performance review of selected fishing fleets in Europe presents the findings of European country level studies of fishing fleets of Denmark, France, Germany, Italy, Norway, Spain, Turkey and the United Kingdom of Great Britain and Northern Ireland. The review includes financial and economic information of 42 fishing fleet segments, including demersal trawlers, purse seiners, pelagic trawlers, long-liners, coastal fishing vessels using passive gears, pots and traps fishing vessels and small-scale hand-liners. Analysis of the costs and earnings data of 42 of the main fishing fleet segments in Europe in 2016 showed that all types of vessels had a positive gross cash flow. The average net profit margin of the 41 fishing fleet segments analysed was very good with 20 percent. Eighty-five percent of the fleet segments presented positive return on fixed tangible assets (ROFTAs) of 10 percent and higher. However, 38 percent of the fleet segments demonstrated return on investment (ROI) percentages lower than 10 percent. Comparing the 2016 financial and economic performance results with those of some of the same fleet segments included in the 2002-03 review study, it is clear that general fishing fleet performance in Europe improved. All eight countries together saw a decrease in the number of fishing vessels between 2008 and 2016 of 10 percent, from nearly 60 000 to less than 54 000 vessels. Each of the countries also saw a reduction in total fleet capacity in gross tonnage (GT) and kilowatts (kW). The vessel age structure showed an increasing trend for most of the fishing fleet segments.
