Book excerpt: Driven by the expanding production of biofuels, the linkage between the agricultural and energy markets is evolving, and that has changed the market for agricultural commodities dramatically. These developments in agricultural markets consequently shifted the distribution of domestic grains and feeds and the utilization of shipping modes for these agricultural products. As the leading producer of corn, soybeans, and biofuels, Iowa is at the forefront of this shift. Because of the importance of maintaining an adequate state transportation system to accommodate the evolving patterns of grain and biofuel flows, it is important to have current information about grain flows from farms and country elevators to destination markets, along with the information about transportation modes utilized for the shipments. Information about biofuel distribution is also crucial for agricultural and transportation policymakers so that they can provide relevant assistance for this growing industry. This study is designed to meet these needs and to provide updated information on grain and biofuel flows in Iowa during the 2006 and 2007 marketing years.

The state-level results provide a general idea of the grain and biofuel flows that occurred and the transportation that was utilized in the biofuel-boom era. In order to gain further insights into the regional level data, we present the survey results of grain marketers and handlers in each crop reporting district (CRD) in the second part of the report.

Book excerpt: When these results occur on a large scale, Iowa will start to lose its economic competitive edge in the rapidly developing bioeconomy. The primary objective of this study was to document the current physical and fiscal impacts of Iowa's existing biofuels and wind power industries. A four-county cluster in north-central Iowa and a two-county cluster in southeast Iowa were identified through a local agency survey as having a large number of diverse facilities and were selected for the traffic and physical impact analysis. The research team investigated the large truck traffic patterns on Iowa's secondary and local roads from 2002 to 2008 and associated those with the pavement condition and county maintenance expenditures. The impacts were quantified to the extent possible and visualized using geographic information system (GIS) tools.

Easily available energy has s- ported major advances in agriculture, industry, transportation, and indeed many diverse activities valued by humans. Now world petroleum and natural gas s- plies have peaked and their supplies will slowly decline over the next 40–50 years until depleted. Although small amounts of petroleum and natural gas will remain underground, it will be energetically and economically impossible to extract. In the United States, coal supplies could be available for as long as 40–50 years, depending on how rapidly coal is utilized as a replacement for petroleum and natural gas. Having been comfortable with the security provided by fossil energy, especially petroleum and natural gas, we appear to be slow to recognize the energy crisis in the U. S. and world. Serious energy conservation and research on viable renewable - ergy technologies are needed. Several renewable energy technologies already exist, but sound research is needed to improve their effectiveness and economics. Most of the renewable energy technologies are in uenced by geographic location and face problems of intermittent energy supply and storage. Most renewable technologies require extensive land; a few researchers have even suggested that one-half of all land biomass could be harvested in order to supply the U. S. with 30% of its liquid fuel! Some optimistic investigations of renewable energy have failed to recognize that only 0. 1% of the solar energy is captured annually in the U. S.

In recent years, many questions have been raised regarding the sustainability of our current pattern of high consumption of nonrenewable energy and its environmental consequences. Further, because the United States imports about 55 percent of the nation's consumption of crude oil, there are additional concerns about the security of supply. Hence, efforts are being made to find alternatives to our current pathway, including greater energy efficiency and use of energy sources that could lower greenhouse gas (GHG) emissions such as nuclear and renewable sources, including solar, wind, geothermal, and biofuels. The United States has a long history with biofuels and the nation is on a course charted to achieve a substantial increase in biofuels. Renewable Fuel Standard evaluates the economic and environmental consequences of increasing biofuels production as a result of Renewable Fuels Standard, as amended by EISA (RFS2). The report describes biofuels produced in 2010 and those projected to be produced and consumed by 2022, reviews model projections and other estimates of the relative impact on the prices of land, and discusses the potential environmental harm and benefits of biofuels production and the barriers to achieving the RFS2 consumption mandate. Policy makers, investors, leaders in the transportation sector, and others with concerns for the environment, economy, and energy security can rely on the recommendations provided in this report.

Rapidly rising energy prices are expected to remain high for an extended period of time because of the increasing demand in prospering and populous countries such as China and India, the depletion of easily accessible supplies of crude oil, and concern over global climate change. As a result, there is renewed interest in biofuels as an alternative to fossil fuels. Africa is uniquely positioned to produce these new cash crops for both domestic use and export. The region has abundant land resources and preferential access to protected markets with higher-than-world-market prices. The rapid growth in the demand for transport fuels in Africa and high fuel prices create domestic markets for biofuels. The European Union and the United States have approved legislation that requires large increases in the consumption of biofuels over at least the next decade. Imports are expected to be needed to meet these mandates, thus opening the door to African and other developing countries that can produce biofuels or feedstocks for biofuels competitively. Expanding the production of crops for biofuels will affect the entire rural sector in Africa as resources are shifted away from traditional crops and the prices of all agricultural commodities rise. Even smallholders can participate in producing biofuel crops. To promote the sustainability and significant contribution of this enterprise, Biofuels in Africa provides guidance in formulating suitable policy regimes, which are based on protecting the rights of current land users, developing revenue-sharing schemes with local communities, safeguarding the environment and biodiversity, expanding institutional capacity, formulating new regulations and procedures, and emulating best practices from experienced countries.
