This book was released on 2008-03-11 with total page 144 pages. Available in PDF, EPUB and Kindle. Book excerpt: The 2001 outbreak of Foot and Mouth was set out in a report published in 2002, providing an analysis of what happened with recommendations (HCP 888, session 2001-02, ISBN 9780102976243). Another FMD outbreak occurred in the Summer of 2007 and the Government again asked Dr Iain Anderson to conduct a review and find out if the lessons of 2001 had been learned and whether new recommendations are needed. This report is built around the findings of 2001, with a particular look at the Pirbright facility, the source of the virus incriminated in this recent outbreak. Dr Anderson's states that he found much to applaud in the handling of the 2007 outbreak along with some deficiencies, but states the positive outweighs the negative. The report commends the strong leadership of the Prime Minister, as well as the contingency planning and better integration of scientific advice and the capabilities at the centre of disease control strategies. External communication was also greatly improved. Less encouraging were the inadequate infrastructure and governance of the Pirbright facility where the Institute for Animal Health is located and the poor regulatory regime in place to licence work with dangerous animal pathogens. Defra's information systems too were found wanting. The report also recommends that the Institute of Animal Health should become the new National Institute of Infectious Diseases, supported by multiple sources of funding from government and elsewhere. Also recommended is the creation of an Independent Advisory Committee on Animal and Emerging Infectious Diseases, combining a high level group of experts along with other stakeholders with a mission to provide independent advice to government and link closely with the Government's and departmental Chief Scientific Advisors and include the Chief Veterinary Office and Chief Medical Officer amongst its members. The publication is divided into five sections: Section 1: Foreword; Section 2: Summary and recommendations; Section 3: Lessons learned, the lessons are - Lesson 1: Maintain vigilance; Lesson 2: Be prepared; Lesson 3: React with speed and certainty; Lesson 4: Explain policies, plans and practices; Lesson 5: Respect local knowledge; Lesson 6: Apply risk assessment and cost benefit analysis; Lesson 7: Use data and information management systems; Lesson 8: Have a legislative framework; Lesson 9: Base policy decisions on the best available science; Section 4: Pirbright; Section 5: Appendices.

Book The Social and Cultural Impact of Foot and Mouth Disease in the UK in 2001

Download or read book The Social and Cultural Impact of Foot and Mouth Disease in the UK in 2001 written by Martin Döring and published by . This book was released on 2009-10-15 with total page 300 pages. Available in PDF, EPUB and Kindle. Book excerpt: The 2001 Foot and Mouth Disease epidemic in the UK, during which millions of animals were culled over a nine-month period, had a devastating and long-lasting impact on individuals and communities. In 2002, the European Parliament noted that policymakers need to have a better understanding of the social and psychological impact of such events on adults and children, on farmers and non-farmers. Although many studies about FMD have been published since 2001, this is the first to offer a detailed examination of the various ways in which the outbreak affected the fabric of rural life and rural culture across classes and across generations. Drawing on the experiences of farmers, the media, artists, writers, children and churches, this collection provides a space for academic inquiry, political and poetic reflection and artistic expression.

Book 2001 Outbreak of Foot and Mouth Disease

Download or read book 2001 Outbreak of Foot and Mouth Disease written by House of Commons. Committee of Public Accounts and published by . This book was released on 2003 with total page 49 pages. Available in PDF, EPUB and Kindle. Book excerpt: The foot and mouth disease outbreak in Britain during 2001 resulted in over six million animals being slaughtered for disease control purposes and welfare reasons, at an estimated cost to the public sector of £3 billion and to the private sector of over £5 billion, with tourism and supporting industries worst affected. Following on from an NAO report (HC 939, session 2001-02; ISBN 0102916454), the Committee's report concludes that the Government failed to learn the lessons from the previous 1967-68 outbreak, such as the need to call in the armed forces earlier to help eradication efforts. Other necessary policy response actions, such as the immediate imposition of a national movement ban, have been learned with the benefit of hindsight. Amongst other key Committee findings, the Government's contingency planning for such an outbreak was inadequate and lacked an effective risk analysis strategy incorporating a range of assumptions about the nature, size and spread of the outbreak, including a worst case scenario. Plans were directed solely at the agricultural industry without a greater recognition of the difficulties of other industries, as well as wider rural and national concerns. In the future, there needs to be a clear policy on whether and when a vaccination scheme should be used, and this should be made known to all relevant parties. Future compensation systems need to give firmer control over the amounts paid to farmers for slaughtered animals. Measures to prevent illegal meat imports and controls on the imported livestock trade are important to avoid future outbreaks, and UK regulations need to be at least the equal of those adopted elsewhere in the developed world, including Australia, New Zealand and the US.

Book excerpt: Foot and mouth disease (FMD) is currently regarded as one of the world's worst animal plagues. But how did this label become attached to a curable disease that poses little threat to human health? And why, in the epidemic of 2001, did the government's control strategy still rely upon Victorian trade restrictions and mass slaughter? This groundbreaking and well-researched book shows that, for over a century, FMD has brought fear, tragedy and sorrow- damaging businesses and affecting international relations. Yet these effects were neither inevitable nor caused by FMD itself but were, rather, the product of the legislation used to control it, and in this sense FMD is a 'manufactured' plague rather than a natural one. A Manufactured Plague turns the spotlight on this process of manufacture, revealing a rich history beset by controversy, in which party politics, class relations, veterinary ambitions, agricultural practices, the priorities of farming and the meat trade, fears for national security and scientific progress all made FMD what it is today.

Download or read book Foot and Mouth Disease written by Great Britain: Parliament: House of Commons: Committee of Public Accounts and published by The Stationery Office. This book was released on 2005-11 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: The 2001 outbreak of Foot and Mouth Disease was one of the largest and mostly costly animal disease outbreaks ever recorded, resulting in the slaughter of about six million animals with a net cost of about £2.7 billion. The European Commission subsequently disallowed 60 per cent of the UK's claim for reimbursement of compensation costs of the outbreak (judging that there had been poor control over compensation arrangements) and 80 per cent of expenditure on cleasing and disinfection of farms. Following on from a NAO report (HC 184, session 2004-05; ISBN 0102932123) published in February 2005, the Committee's report finds that good progress has been made by Defra to implement most of the reccommendations made in a previous Committee report (HCP 487, session 2002-03, ISBN 0215008693) published in March 2003. However, further action is required in two key areas, in relation to controlling the cost of a future outbreak; and contingency planning for managing future disease outbreaks.

Book Viruses and Human Disease

Download or read book Viruses and Human Disease written by Ellen G. Strauss and published by Elsevier. This book was released on 2007-09-21 with total page 480 pages. Available in PDF, EPUB and Kindle. Book excerpt: Completely revised and updated, the new edition of this groundbreaking text integrates basic virology with pathophysiological conditions to examine the connection between virology and human disease. Most virology textbooks focus on the molecular biology involved without adequate reference to physiology. This text focuses on viruses that infect humans, domestic animals and vertebrates and is based on extensive course notes from James Strauss’ virology class at the California Institute of Technology taught for over 30 years. Expertly depicting in color the molecular structure and replication of each virus, it provides an excellent overview for students and professionals interested in viruses as agents of human disease. Includes over 30% new material - virtually all of the figures and tables have been redrawn to include the latest information and the text has been extensively rewritten to include the most up-to-date information Includes a new chapter on emerging and reemerging viral diseases such as avian flu, SARS, the spread of West Nile virus across America, and the continuing spread of Nipah virus in Southeast Asia Further reading sections at the end of each chapter make it easy find key references World maps depicting the current distribution of existing and newly emerging viruses are also incorporated into the text

Book Animal Health at the Crossroads

Download or read book Animal Health at the Crossroads written by National Research Council and published by National Academies Press. This book was released on 2005-12-17 with total page 287 pages. Available in PDF, EPUB and Kindle. Book excerpt: The confirmed case of "mad cow" disease (BSE) in June 2005 illustrates the economic impact of disease outbreaks, as additional countries closed their markets to U.S. beef and beef products. Emerging diseases also threaten public health-11 out of 12 of the major global disease outbreaks over the last decade were from zoonotic agents (that spread from animals to humans). Animal Health at the Crossroads: Preventing, Detecting, and Diagnosing Animal Diseases finds that, in general, the U.S. animal health framework has been slow to take advantage of state-of-the-art technologies being used now to protect public health; better diagnostic tests for identifying all animal diseases should be made a priority. The report also recommends that the nation establish a high-level, authoritative, and accountable coordinating mechanism to engage and enhance partnerships among local, state, and federal agencies, and the private sector.

Book Foot and Mouth Disease

Download or read book Foot and Mouth Disease written by A.J. van der Zijpp and published by BRILL. This book was released on 2023-08-28 with total page 80 pages. Available in PDF, EPUB and Kindle. Book excerpt: "A Foot and Mouth Disease outbreak is not by definition similar to a Foot and Mouth Disease crisis. Why then did the 2001 outbreak result in a crisis situation in the Netherlands? It was not because nobody was prepared for it. The Ministry of Agriculture, Nature Management and Fisheries had a scenario in stock. The scenario was applied as intended. The scenario did what it was supposed to do: it prevented the spreading of the disease, it resulted in a relatively soon eradication of the disease and it minimised damage to agricultural exports. Nevertheless, the crisis was there. ""Foot and Mouth Disease: new values, innovative research agenda’s and policies"" reports a process in which individuals and groups involved in the crisis participated in a joint analysis of what caused the crisis, and in the making of a policy and research agenda. The conclusion was that ignorance of the societal function of animals and countryside was the cause of the crisis: the scenario focussed on Foot and Mouth Disease control in a production-oriented environment. In reality many people perceived that the scenario and its rigid application threatened nonproduction values such as the companion role of animals and the recreation function of the landscape. Inevitably a next outbreak of Foot and Mouth Disease will occur. However, research and policy makers should seriously take up this perception of animals and countryside to prevent an outbreak of becoming a deep crisis again."

Book Epidemiology of Communicable and Non Communicable Diseases

Download or read book Epidemiology of Communicable and Non Communicable Diseases written by Fyson Kasenga and published by BoD – Books on Demand. This book was released on 2016-11-09 with total page 138 pages. Available in PDF, EPUB and Kindle. Book excerpt: Human sufferings, including deaths, can be reduced or avoided by applying routine principles of hygiene in individuals' lives. Some hygiene routines are purely simple remedies, which are inexpensive, affordable, acceptable and easily accessible. It is evident that change is first enacted from within the mindset of an individual, then transmitted to families, groups and communities, and eventually the mindset of a nation can change creating an environment which is better for everybody to live in. This book contains chapters discussing conditions or diseases that may not be common in the readers' area. Caution as such may never be underestimated considering the fact that we are living in a global village where one can never say 'this does not occur in my area' but rather question, does this occur in my community, why does it occur, who is affected, where and when does it occur and what can be done about it? These questions constitute what epidemiology is all about, and their precise and comprehensive answers can transform lives and help us have the right perceptions for the health challenges we face and accept the possibility of dealing with them directly.
